CAP AND TRADE

Coming in 2015: A gas price increase consumers may or may not
notice Drivers across the San Joaquin Valley are enjoying an
ongoing drop in the cost of gasoline, with fuel prices hitting
levels not seen since 2009. In a few weeks, however, the price
will go up – guaranteed. It’s all part of California’s effort to
combat global climate change. The question for drivers here and
across the state is how much more they will pay at the pump, not
just next month, but over the next five years. And, given the
almost daily volatility of gas prices, whether they will notice
when they fill up.

HIGH SPEED RAIL

California carbon funds are an uncertain benefit for high-speed
rail
It was a major lift for high-speed rail when Gov. Jerry Brown and
the Legislature this summer pledged future proceeds from
California’s carbon-reduction program to help underwrite the
state’s $68 billion project. The bill included not only one-time
funding of $250 million, a relatively small sum, but also 25
percent of future revenue from California’s cap-and-trade
program, the money industries pay to offset their air emissions.
Long-term funding, rail officials said, could be leveraged to
secure private investment in the project.

Researchers at the University of Denver found that the US on-road
freeway fleet age increased due to the global recession from
2008–2010. To put it simply, because consumers had less money
available to purchase new vehicles, they hung on to the ones they
