Amendments to the California Interim Certification Procedures for 2004 and Subsequent Model Hybrid-Electric and Other Hybrid Vehicles, in the Urban Bus and Heavy-Duty Vehicle Classes are now in effect. On Friday, December 5, 2014, the Office of Administrative Law approved the amendments to the California Interim Certification Procedures for 2004 and Subsequent Model Hybrid-Electric and Other Hybrid Vehicles, in the Urban Bus and Heavy-Duty Vehicle Classes in conjunction with other regulations. The revised certification procedures are applicable to new 2004 and subsequent model year heavy-duty, greater than 14,000 lbs. gross vehicle weight rating hybrid vehicles. The amendments to the certification procedures, which the Board approved for adoption on December 12, 2013, clarify and enhance the certification requirements which remained as voluntary. The formal regulatory documents are posted on the Heavy-Duty GHG Phase 1 2013 webpage. Background In 2002, ARB adopted “California Interim Certification Procedures for 2004 and Subsequent Model Hybrid-Electric Vehicles in the Urban Bus and Heavy-Duty Vehicle Classes”. The Interim Certification Procedures were designed for heavy-duty hybrid-electric vehicle manufacturers seeking voluntary vehicle-based (as opposed to engine-based) certification.
