CAP AND TRADE

First California-Quebec Carbon Auction Sells Out at $12.10 Each. 
California and the Canadian province of Quebec, which together
run North America’s biggest carbon market, sold greenhouse-gas
allowances for $12.10 each in their first joint auction last
week. The two governments received 1.73 bids for every allowance
that was on sale Nov. 25, the California Air Resources Board said
in a notice on its website today. Units of companies including BP
Plc (BP/), Exxon Mobil Corp. and PG&E Corp. (PCG:US) qualified to
participate in the auction.

Oil industry document reveals plans to fight clean-energy
initiatives.  The West's leading trade group for the oil industry

State's gasoline use is on the rise.  Gasoline consumption in
California is on the rise after nearly a decade of steady
declines. Consumers bought 14.57 billion gallons of gasoline in
the fiscal year ending June 30, up 0.9 percent from the 14.44
billion gallons the previous fiscal year, the State Board of
Equalization announced Tuesday. It was the first annual increase
since the 2005-2006 fiscal year.

A realistic approach to linking carbon markets. Three weeks ago,
the U.S. and China announced a landmark bilateral agreement to
cut greenhouse gas emissions.  Secretary of State John Kerry
heralded the agreement as a key step toward reinvigorating
