California Air Resources Board (ARB) staff is conducting a survey to collect data on architectural coatings sold in California during the 2013 calendar year. A link has been posted to the Architectural Coatings Survey (2014 Survey) documents, the Architectural Coatings Reporting Tool (ACRT) and 2014 Survey instructions. The materials include information regarding who is subject to reporting and ARB’s authority to conduct the surveys. The ACRT and the 2014 Survey packet are available here: http://www.arb.ca.gov/coatings/arch/survey/2014/2014survey.htm The purpose of the 2014 Survey is to gather current information on the volatile organic compound (VOC) content of architectural coatings. Architectural coatings are defined as coatings applied on-site to stationary structures and their attached appurtenances, and do not include coatings applied in a factory or shop. ARB’s Architectural Coatings Program is crucial in helping air districts reduce the amount of smog-forming VOCs that are emitted from use of architectural coatings in California. ARB’s 2014 Survey is an important step in collecting information on architectural coatings that are sold or supplied for use in California. The data collected from the 2014 Survey are designed to support the statewide architectural coatings inventory, speciation profiles used in criteria pollutant modeling, and future Suggested Control Measures for Architectural Coatings. The 2014 Survey is primarily intended for paint manufacturers who sell architectural coatings in California. The reporting year is 2013. If your company is not a paint manufacturer, but your company’s name is listed as “manufactured for” or “distributed by” on the product label, you are responsible for completing the requested information in this survey. You are encouraged to coordinate your response with the appropriate manufacturer of your product to avoid double reporting of sales data. Holding companies or subsidiaries also may need to report for this survey. ARB staff plans to conduct a webinar on December 16, 2014, from 10 a.m. to 12 p.m. PST. The webinar will address the process for completing the survey using the ACRT and uploading completed 2014 Survey data to ARB, which will begin January 1, 2015.
