tru -- ARB approves full verification of Carrier Legacy EES diesel particulate filter for TRUs (reefers)

The California Air Resources Board (ARB) has granted full verification status to the Carrier Transicold Legacy Engine Emissions System (Carrier Legacy EES) for certain transport refrigeration units (TRU) with no limits on hours of accrued engine operation at time of installation. Carrier Transicold has completed all of the requirements to be fully verified, including extensive field demonstrations under worst-case conditions, showing reliable backpressure control with older, dirtier engines operating in cold weather at higher elevations. The Carrier Legacy EES is a Level 3 Plus diesel emission control strategy that reduces particulate matter (PM) emissions by at least 85 percent without increasing nitrogen dioxide emissions more than 20 percent of total nitrogen oxides. The Carrier Legacy EES is fully verified for use on Carrier X2-Series, XT-Series, XTC-series, Genesis TM900, Genesis TM1000, Ultra XL (with and without standby), Vector 6500, and Vector 6600MT TRUs equipped with model year 2004 through 2012 Kubota engines, as listed on the Engine Family List for the Carrier Legacy EES at ARB's Verification Procedure Website for the Carrier Legacy EES at: http://www.arb.ca.gov/diesel/verdev/companies/carrier/carrier_legacy-ees.htm (to be posted in the next few days). There is no limit on engine operation at time of installation; but engines must be maintained in accordance with the engine and original equipment manufacturers’ specifications and meet all of the pre-installation compatibility assessment criteria established for the Carrier Legacy EES. The Carrier Legacy EES uses an automatic filter regeneration system to oxidize the collected diesel soot and control engine backpressure to within the engine manufacture’s specifications. The regeneration system uses an engine intake air control valve, a diesel fuel doser, a flameless diesel oxidation catalyst, and a catalyzed silicon carbide wall-flow filter with an electronic control unit to achieve reliable backpressure control. Double-wall insulation is used to reduce exhaust system component surface temperatures, providing operator and equipment safety. The Legacy EES uses commercially available fuel that meets the federal and California sulfur limits – the same fuel available at all trucks stops in the U.S. The terms and conditions for which the Carrier Legacy EES has been approved may be found in ARB’s Executive Order at ARB's Verification Procedure Webpage for the Carrier Legacy EES at: http://www.arb.ca.gov/diesel/verdev/companies/carrier/carrier_legacy-ees.htm. Level 3 DECS meet ARB’s TRU Regulation’s Ultra-Low-Emission TRU (ULETRU) in-use performance standard. All model year (MY) 2006 and older TRUs and TRU gen set engines must meet ULETRU now. MY 2007 TRU engines must meet ULETRU by the end of 2014 and MY 2008 engines, by the end of 2015. Engine repowering will no longer be a compliance option for MY 2008 engines because replacement engines that fit and perform are no cleaner than the old in-use engines being replaced. Retrofitting with a Level 3 VDECS is a compliance option that is less costly than replacing the entire unit. Where can I get more information? Background: TRUs are refrigeration systems powered by integral diesel internal combustion engines designed to control the environment of temperature-sensitive products that are transported in trucks, trailers, shipping containers, and railcars. The emissions from these units are a source of unhealthful air pollutants including particulate matter, toxic air contaminants, nitrogen oxides, carbon monoxide, and hydrocarbons, that all pose a potential threat to both public health and the environment. These units often congregate in large numbers at California distribution centers, grocery stores, and other facilities where they run for extended periods of time to ensure their perishable contents remain cold or frozen. These distribution and loading facilities are often in close proximity to schools, hospitals, and residential neighborhoods. In 2004, the TRU Airborne Toxic Control Measure (ATCM) was adopted by the Board to reduce diesel particulate matter emissions from TRUs and TRU gen set engines.
