California Air Resources Board (ARB/Board) staff is hosting a public workshop on Thursday, November 6, 2014, to begin discussion on potential amendments to the At-Berth Regulation. At the workshop, ARB staff will provide information on the implementation status of the At-Berth Regulation and initiate a dialogue on potential concepts for amendments to clarify regulatory requirements and improve implementation. Background: In December 2007, the Air Resources Board approved the At-Berth (Shorepower) Regulation. The purpose of the regulation is to reduce emissions from diesel auxiliary engines on container ships, passenger ships, and refrigerated-cargo ships while berthing at a California Port. The regulation provides two options to reduce at-berth emissions: 1) turn off auxiliary engines and connect the vessel to some other source of power; or 2) use alternative control technique(s) that achieve equivalent emission reductions.
