California Air Resources Board staff has posted for public feedback both a preliminary draft of version 2.0 of the California-modified Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (CA-GREET) model, and Version 1.1, Draft D of the Oil Production Greenhouse gas Emissions Estimator (OPGEE). The Low Carbon Fuel Standard regulation order staff will propose to the Board in February, 2015 will designate a subsequent draft of GREET 2.0 as the model that must be used to calculate direct fuel pathway carbon intensities (CIs). Staff will propose that version 2.0 replace version 1.8b of the model, which is currently used for this purpose. Preliminary fuel pathway CI results from an earlier draft of CA-GREET 2.0 were presented at an LCFS public workshop held on August 22, 2014. During that workshop, staff committed to posting a more complete draft of the model for public review within one-to-two months. This posting fulfills that commitment. Feedback on this draft of the CA-GREET model, and on the two other items included in this posting (described below) will be accepted between October 10th and October 24th. Although development of the CA-GREET 2.0 model is now well advanced, development efforts will continue during the feedback period. The specific goals of this ongoing development are described in the document with the file name, “Comparison of CA-GREET 1.8b, GREET1 2013, and CA-GREET 2.0.PDF“ which has also been made available in this posting. This file carefully documents the decisions that went into the development of the draft of the model posted today, as well as known outstanding issues. CA-GREET 2.0 is based on GREET1 2013 from Argonne National Laboratory. The changes made to GREET1 2013 were made in close consultation with staff at Argonne. That consultation, along with the feedback received from this posting, and staff’s ongoing development work, will culminate in the posting of a final draft of the CA-GREET 2.0 model at the beginning of the 45-day comment period leading up to the February Board hearing. The final CA-GREET-related item posted for feedback is the spreadsheet staff used to calculate the CI of California reformulated gasoline (CaRFG). The CIs of California reformulated blendstock for oxygenate blending (CARBOB) and California ultra-low sulfur diesel (ULSD) are calculated much like any other fuel in CA-GREET 2.0. Calculating the CI of CaRFG, however, is more complicated. The CIs of the ethanol blendstock (itself a blend of ethanols with various CIs), the CARBOB, and the denaturant in the ethanol must all be properly accounted for.
