ENVIRONMENT: Gas prices fueling debate.  California’s gas prices
already are among the highest in the nation, in part because the
state has higher emission standards that force gasoline producers
to make a special formula. The state’s gas taxes also are among
the country’s highest. Riverside County supervisors fear a spike
in fuel costs could derail the local economy and hurt county
residents who commute long distances and earn less than people in

Oil Companies Quietly Prepare For a Future of Carbon Pricing. The

AIR POLLUTION

Smoke advisory issued for Long Beach, South Bay, inland cities. 
The local smog district has advised residents living near the
ports of Long Beach and Los Angeles to avoid going outdoors and
postpone exercising both indoors and outdoors on Tuesday because
smoke from a wharf fire could damage their lungs. A 24-hour smoke
advisory was issued by the South Coast Air Quality Management
District so that residents can avoid breathing in smoke and poor

UN SUMMIT

Obama urges world to follow US lead on climate. In the first
international test for his climate-change strategy, President

Climate Change Protesters Tangle With Police at Wall St. About
100 climate change protesters were arrested on Monday as hundreds
marched through the streets of Lower Manhattan, at one point
clashing with the police as they tried to push through barricades
sealing off Wall Street. Those protesters, some linking arms, had

Too Much of a Good Thing.  When scientists talk about carbon

DROUGHT

Forest Service thinks California's drought caused a massive
mudslide. Jonathan Dove was patrolling Mt. Shasta on a clear,
warm afternoon when a group of backpackers asked him if Mud Creek
Canyon on the Northern California peak always flowed so heavily.
The U.S. Forest Service climbing ranger scrambled up a ridge to
investigate. He peered into the canyon below and found a small

Reserves narrowing for California water wholesaler. The giant
wholesaler that provides drinking water for half the California
population has drained two-thirds of its stored supplies as the
state contends with a punishing drought, officials said Monday.

Law orders changes to cut methane leaks from pipelines. Utilities
in California must cut methane leaks from natural gas pipelines
under a bill Gov. Jerry Brown (D) has signed into law, a measure
that supporters hope will start a nationwide push. Brown on
Sunday approved S.B. 1371 from Sen. Mark Leno (D), which directs
the California Public Utilities Commission (CPUC) to adopt rules
for the reduction and repair of pipeline leaks. Posted.

VEHICLES

Nevada changes urged to promote electric cars.  A nonprofit group
promoting energy efficiency is recommending a number of ways
Nevada can do more to promote the use of electric cars in the
wake of Tesla Motors' plans to build a $5 billion battery factory
in the state. Nevada doesn't have the policy infrastructure

CalSTRS to increase clean tech investments. CalSTRS plans to
dramatically increase its investment in clean technology
industries over the next five years. The California State
Teachers’ Retirement System said it will increase its clean tech
holdings from $1.4 billion to $3.7 billion in direct response to

new campus in Cupertino is still under construction, but the

market is emerging in the San Diego region for home-improvement
loans devoted to energy and water conservation that are repaid
through property taxes, with three companies now vying for

Conservation and energy company officials are hopeful that the as
yet unpublished 8,000-page Desert Renewable Energy Conservation

Green bonds needed to meet 2 C target, HSBC says. Toyota has
issued green bonds worth $1.8 billion to finance low-emission
vehicles. Unilever sold a $410 million bond to cut in half the
greenhouse gas impact and water usage of its products. Stockholm
issued $160 million in green bonds to help the 26 municipalities
in the Swedish capital transition to a low-carbon economy and

Air Pollution From Cars Harms Babies. I’ll be honest. I found
this surprising, even for someone pretty heavily biased towards
electric vehicles. However, a study out of Princeton and Columbia
did a pretty robust analysis and this is their conclusion. 
They took advantage of the introduction of E-ZPass to compare and
contrast groups of pregnant women within close range to toll

Elio getting closer to building actual 84-mpg cars.  Elio Motors
is taking its green-is-good mentality to its factory equipment.
The company, which is planning to make super-light three-wheeled
vehicles that get 84 miles per gallon, will finally start making
trikes next year. The plan is to sell off extra equipment from an
