compwood -- Update on the Status of the Composite Wood Products ATCM

This message is to provide you a brief update on the status of
the regulatory activities of the Composite Wood Products
Airborne Toxic Control Measure (ATCM).  We are currently working
on the allowance of testing flexibility for manufacturers that
use ultra low-emitting formaldehyde resins, the clarification of
the definition of architectural plywood, and further
modifications to the quality assurance requirements for
manufacturers.  Work is also underway to remove exemptions from
the regulation concerning composite wood products that are used
in new recreational vehicles, including motor homes and travel
trailers.  We expect to release the revisions to the regulation
in early November for a 15-day comment period.  The final
rulemaking package will be submitted to the State Office of
Administrative Law (OAL) by the end of the year. Upon approval
by OAL, the regulation becomes California law. 

We are also mindful that our webpage needs revising. Upcoming
improvements will include a new Frequently Asked Questions (FAQ)
page, as well as a Third Party Certification page.  A series of
outreach efforts are underway.  We plan to mail out an
information package to Fabricators by mid-October.  

On November 1, 2007 (10-12pm, PST), the Air Resources Board
(ARB) staff will hold a web-based meeting on Third Party
Certification.  The objective of the meeting is to discuss the
responsibilities of Third Party Certifiers under the ATCM and
examine the process of becoming a Third Party Certifier. 

The November 1, 2007 meeting is intended to specifically target
certified testing facilities, and various laboratories that have
expressed interest in becoming a Third Party Certifier.  We
intend to utilize public comments from the meeting to further
develop our application process and review criteria for
prospective Third Party Certifiers.  The agenda for our
