CAP AND TRADE

Southern California transportation leaders looking toward $2
billion cap-and-trade windfall.  Southern California leaders are
anticipating a $2 billion windfall in transportation dollars from
the state’s expanding cap-and-trade program that could be used
for building more pay lanes or funding the county’s growing bus
and rail system. 
As dollars from the gasoline tax drop, transportation planners

CLIMATE CHANGE

Schwarzenegger makes rare visit to Sacramento. Arnold
Schwarzenegger made a rare political appearance on Monday in
Sacramento to promote California's fight against climate change
and to unveil his official portrait as governor. Three years
after leaving office, the Republican was attending a climate
symposium with current Democratic Gov. Jerry Brown. Organizers
are using the state's policies on the issue to prompt further
action ahead of United Nations climate-change conferences in Peru

Yale Fund Takes Aim at Climate Change.  As pressure grows from
students who want to see their schools use financial clout to
address environmental issues, Yale University’s investment office
wrote to its money managers asking them to assess how investments
could affect climate change and suggesting they avoid companies
that do not take sensible “steps to reduce greenhouse gas

The Arctic Sea Ice Problem Is Actually Worse — Not Better — Than
We Thought. Two years ago, Arctic sea ice shrank to cover the
smallest area ever recorded — only 1.32 million square miles were
measured on September 16, 2012, more than a million square miles
less than what would be considered "normal" at summer's end. This
year, Arctic sea ice most likely has not hit its low point yet,
which usually happens near the end of September — before winter

Seychelles snail, thought extinct, found alive.  A snail once
thought to have been among the first species to go extinct
because of climate change has reappeared in the wild. The Aldabra
banded snail, declared extinct seven years ago, was rediscovered
on Aug. 23 in the Indian Ocean island nation of Seychelles. The
mollusk, which is endemic to the Aldabra coral atoll — a UNESCO
World Heritage Site — had not been seen on the islands since

Cities prepare for warm climate without saying so. With climate
change still a political minefield across the nation despite the
strong scientific consensus that it's happening, some community
leaders have hit upon a way of preparing for the potentially
severe local consequences without triggering explosions of
partisan warfare: Just change the subject. Big cities and small
towns are shoring up dams and dikes, using roof gardens to absorb
rainwater or upgrading sewage treatment plans to prevent

Arcata honors participants of 'CoolCalifornia Challenge'.  The
City of Arcata has been taking part in the state-wide
"CoolCalifornia Challenge", a competition between cities to
reduce their carbon footprint. On Tuesday, at Redwood Park, the
city recognized those who have been participating in the
challenge. The top residents and groups who have been tracking
their energy use were recognized with a certificate. The event
was sponsored by Energy Upgrade California, a main sponsor of the
competition.

DROUGHT

Southern California may see some rain from Hurricane Norbert. The
latest hurricane churning off the coast of Baja California could
bring some rain and thunderstorms to parts of drought-stricken
Southern California, forecasters said Friday. As Hurricane
Norbert slowly moves northwest along Mexico's Baja peninsula, it
could bring high surf and tides that could cause minor flooding,
forecasters warned. The mountains and deserts have a greater

California homes lack water meters during drought. Although
California is locked in a third year of historic drought, many
homeowners and businesses still don't have meters telling them
just how much water they are using. That's changing, but some say
it's not fast enough. State law requires water meters by 2025,
but the State Water Resources Control Board says dozens of water
