CAP AND TRADE

California's Cap and Trade System Could Help Ease Central Valley
Pollution.  California’s cap and trade program could help clean
up pollution in the Central Valley. FM89’s Diana Aguilera
explains the early stages of the effort.  A few months ago the
state came out with a report ranking the most polluted places in
California. Many Fresno County neighborhoods ranked among the

EPA Rules Could Breathe New Life into Cap and Trade.  Earlier
this year, mayors from across the country renewed a pledge to
reduce carbon dioxide emissions, building on the 10th anniversary
of a national movement that brought new bike lanes, solar panels
and entire fleets of hybrid government vehicles to cities. But
the mayors made one significant change to their platform: They
scrapped the idea of lobbying Congress for a national

AIR POLLUTION

LA County Public Works fined $256K over air pollution violations.
 State air regulators fined L.A. County’s Department of Public
Works $256,000 for violating air pollution rules.  The California
Air Resources Board audited records for the county’s heavy-duty
diesel fleet four years ago, and the fine levied now is the
result of a settlement under which county public works paid over
$192,000 to the state’s air pollution control fund.  Posted.

CLIMATE CHANGE

Does Antarctic sea ice growth negate climate change? Scientists
say no.  In the blue half-light of the Antarctic autumn, a thin
film spreads across the continent's coastal waters. It's an
embryonic form of sea ice: a mush of microscopic crystals that
floats on the dense, salty water of the Southern Ocean.  As
winter takes root, this proto-sea ice grows thicker and stronger
until it encircles Antarctica in a vast frozen ring. The ice
spans nearly 7 million square miles at its peak, an area roughly
twice the size of the United States.  Posted.

DIESEL EMISSIONS

CARB urges TRU upgrade orders in August's final days.  The
California Air Resources Board says reefer owners must have
emissions upgrade orders placed by Aug. 31 in order to be
eligible for any time extensions.  CARB’s Transportation
Refrigeration Unit rule requires reefers and gen sets to be
upgraded within seven years of the manufacture date. By Dec. 31,
2014, reefers and gen sets with a manufacture year of 2007 must
be retrofitted with a verified diesel particulate filter or
replaced with a newer engine model year unit.  Posted.

West Sacramento beer distributor fined for Air Resources Board
violations.  Beverage distributor DBI Beverage Inc. was fined
$116,400 for failing to monitor the emissions of its diesel truck
fleet, the California Air Resources Board announced Wednesday. 
DBI Beverage has locations in West Sacramento, Chico, Truckee,
South San Francisco, Fairfield, Ukiah, San Jose and Stockton.

FUELS

Feds to resume leasing for fracking in California.  The U.S.
Bureau of Land Management will resume issuing oil and gas leases
next year for federal lands in California after a new study found
limited environmental impacts from fracking and other enhanced
drilling techniques, the agency said Thursday.  Posted.

Environmentally Friendly Fracking Fluids: The Next Energy
Breakthrough?  One of the biggest complaints against hydraulic
fracturing, or "fracking" -- the process of injecting
high-pressure fluids to release hydrocarbons trapped in deep
shale reservoirs -- is that it harms the environment.  Even as
fracking has helped bring about a veritable shale revolution that
has sent U.S. oil production to a multi-decade high and helped
reduce the nation's dependence on foreign energy, it has also

Hitting the Gas on Hydrogen. California is inching tantalizingly
closer to the birth of a new automotive industry based on
hydrogen.  Fuel-cell vehicles — electric cars that run on
hydrogen — will be popping up this year and next year, as will
new clusters of fueling stations in and around San Francisco, Los

‘Greenest’ refrigerated truck goes into service for dairy
business.  West Horsley Dairy is making deliveries around London
with a 7.5-tonne Fuso Canter Eco Hybrid, complete with a carbon-
and noise-free chiller which uses a eutectic system instead of
traditional air-blown fridge.  The Canter Eco Hybrid's chassis
was supplied by dealer Rossetts Commercials and the insulated
body was built by Jackson Coachworks, of Loughborough, featuring
its 'eistechnik' eutectic refrigeration system.  Posted.

MISCELLANEOUS

Bike lane project moving forward.  A Highway 33/140 bike lane
project moved a step closer to fruition recently with City
Council approval of a supplemental funding agreement which will
pick up the city’s share of the project cost.  City Manager Greg
Greeson said the additional dollars will come through the San
Joaquin Valley Air Pollution Control District.  Posted.

OPINION

The role of health care in preventing climate catastrophes.  This
week, leading health authorities are huddled at World Health
Organization headquarters in Geneva, Switzerland, discussing how
to confront one of the most urgent threats to humanity. It's not
Ebola. And it's not HIV/AIDS, malaria, cancer, obesity, heart
disease or diabetes.  The problem - a changing climate - doesn't
fit the traditional definition of health hazard and yet it
threatens to undermine the health of individuals and communities

BLOGS

Renewable energy is up, but renewable investment isn’t.  Here’s
optimistic news: Last year marked the strongest boom in green
energy yet, with 22 percent of the world’s electricity produced
by wind, solar, or other renewable energy sources.  Sure, those
figures are promising, but the International Energy Agency, the
Paris-based organization behind a new report on the renewable
energy market, cautions that some governments are shying away
from policies that promote clean energy and that’s discouraging

Accounting for the Expanding Carbon Shadow from Coal-Burning
Plants.  Steven Davis of the University of California, Irvine,
and Robert Socolow of Princeton (best known for his work dividing
the climate challenge into carbon “wedges”) have written
“Commitment accounting of CO2 emissions,” a valuable new paper in
Environmental Research Letters showing the value of shifting from
tracking annual emissions of carbon dioxide from power plants to
weighing the full amount of carbon dioxide that such plants,
burning coal or gas, could emit during their time in service.

Tesla Model S now the least-stolen car in the US.  When is a
Honda Accord more appealing than a Tesla Model S? When you're a
thief. The Accord continues to reign as the most-stolen car in
the US but the Model S is now claiming a new and interesting
title: the least-stolen car in America. Last year, it wasn't even
on the list. Of course, sometimes a Model S is stolen and the
