The Air Resources Board (ARB or Board) staff invite you to participate in a public workshop to discuss and provide input on the Preliminary Draft Staff Report on the SB 375 Greenhouse Gas Emissions Reduction Target Update Process. The workshop will be held in three locations, as indicated below. All workshops will follow the same format and presentation, focusing on issues that should be considered before the Board updates the regional passenger vehicle greenhouse gas emission reduction targets for the State Metropolitan Planning Organizations (MPO). The workshops are intended to solicit input from stakeholders and Metropolitan Planning Organizations prior to the October 2014 Board meeting on this topic. Background Senate Bill 375 (SB 375), the Sustainable Communities and Climate Protection Act of 2008, requires each MPO to add a Sustainable Communities Strategy (SCS) to its Regional Transportation Plan. The SCS is designed to better integrate land use and transportation policies to meet long term sustainability goals. To help guide these regional planning efforts, ARB is required to establish regional greenhouse gas emission reduction targets for 2020 and 2035. Initial targets for the MPO regions were established in 2010. ARB is required to update the targets at least every eight years, and may revise them every four years. In January 2014, the Board directed ARB staff to conduct additional public outreach with stakeholders on a methodology for updating the targets, and return to the Board in October 2014 for a discussion about the process for updating the targets. In August 2014, ARB staff released a preliminary draft staff report that identifies numerous policy and technical considerations for a future target update. Public workshops are scheduled for September 2014 to discuss the preliminary draft staff report and seek additional public input on a future target update. California is in a drought emergency.
