MOU SIGNING: CALIFORNIA SIGNS MOU WITH MEXICO ON CLIMATE CHANGE

California and Mexico sign pact to fight climate change.
California Governor Jerry Brown and Mexican environmental
officials signed a pact on Monday aimed at reducing greenhouse
gas emissions, an agreement that could eventually expand the
market for carbon credits. The six-page memorandum of
understanding calls for cooperation in developing carbon pricing
systems and calls on the partners to explore ways to align those

White House Report Presses Economic Case for Carbon Rule. 
Failing to adequately reduce the carbon pollution that

General Mills joins climate action coalition.  Food maker General
Mills has joined a coalition to advocate for climate and clean
energy policies. BICEP, or Business for Innovative Climate and
Energy Policy, said Monday that the Minneapolis-based maker of
Cheerios, Yoplait and other packaged foods has joined the
coalition. General Mills chairman and CEO Ken Powell says the
company has long recognized the need to mitigate the risks that

AIR POLLUTION

Clean-air rules assailed as too much, too little. Hundreds of
people across the country lined up Tuesday to tell the
Environmental Protection Agency that its new rules for
power-plant pollution either go too far or not far enough. The
agency is holding hearings this week in Atlanta, Denver,
Pittsburgh and Washington on President Barack Obama's plan to cut
carbon-dioxide emissions by 30 percent by 2030, with 2005 levels
as the starting point. The rules are intended to curb global

Sierra Club asks court to force EPA to respond to ozone petition.
The Sierra Club wants U.S. EPA to respond to its petition to
designate areas of the country that are not meeting the federal
ozone standard. The environmental group yesterday asked the U.S.
District Court for the District of Columbia to compel EPA to
answer the petition filed last November. The petition asks EPA to
name 57 areas of the country to be in noncompliance with the
standard, setting in motion statutory actions to reduce ozone

DROUGHT

EBMUD deal aims to keep sewage out of San Francisco Bay. In the
next two decades or so, the millions of gallons of sewage that
flow each year to the San Francisco Bay from antiquated East Bay
sewer systems will drop to zero. At least, that's the goal of a
sweeping agreement announced Monday requiring the East Bay
Municipal Utility District and seven communities it serves,
including Oakland and Berkeley, to repair 1,500 miles of pipes

Exelon Buys 21 Megawatts of Fuel Cells From Bloom Energy. Exelon
Corp. (EXC), the largest U.S. producer of nuclear power, agreed
to buy fuel-cell power plants with 21 megawatts of capacity that
Bloom Energy Corp. plans to install at 75 corporate sites in four
states. Commercial customers including AT&T Inc. will purchase
the electricity, often at a premium to a utility’s grid price,
for each plant’s ability to provide power locally with less
pollution and more reliability than the grid, said KR Sridhar,

Opinion: Barnidge: Instead of worrying about more water, how
about conserving what we have?  The way Chris Dundon, Contra
Costa Water District's conservation coordinator, tells the story,
the customer who called for advice was a transplant from San
Francisco with a yard so large it required 28 watering stations.
Most were drip irrigation, some were sprinklers, and nearly all
