MOU SIGNING: CALIFORNIA SIGNS MOU WITH MEXICO ON CLIMATE CHANGE California and Mexico sign pact to fight climate change. California Governor Jerry Brown and Mexican environmental officials signed a pact on Monday aimed at reducing greenhouse gas emissions, an agreement that could eventually expand the market for carbon credits. The six-page memorandum of understanding calls for cooperation in developing carbon pricing systems and calls on the partners to explore ways to align those systems in the future. Failing to adequately reduce the carbon pollution that contributes to climate change could cost the United States economy $150 billion a year, according to an analysis by the White House Council of Economic Advisers released on Tuesday. The Obama administration released a report early Tuesday saying that a delay in addressing climate change will hurt not only the environment, but the American economy overall. Rising temperatures could wind up costing Americans the equivalent of up to $150 billion a year, said the report from Obama's Council of Economic Advisers. Although Antarctic fur seal populations are declining because of climate change, their genetic diversity is increasing. Because of food constraints, seal pups are becoming smaller, researchers report based on 30 years of data. But female pups that manage to survive until motherhood tend to be larger, more fit and more genetically diverse. Food maker General Mills has joined a coalition to advocate for climate and clean energy policies. BICEP, or Business for Innovative Climate and Energy Policy, said Monday that the Minneapolis-based maker of Cheerios, Yoplait and other packaged foods has joined the coalition. General Mills chairman and CEO Ken Powell says the company has long recognized the need to mitigate the risks that climate change presents. Hundreds of people across the country lined up Tuesday to tell the Environmental Protection Agency that its new rules for power-plant pollution either go too far or not far enough. The agency is holding hearings this week in Atlanta, Denver, Pittsburgh and Washington on President Barack Obama's plan to cut carbon-dioxide emissions by 30 percent by 2030, with 2005 levels as the starting point. The rules are intended to curb global warming. Hundreds of people will tell the Environmental Protection Agency what they think of proposed rules to cut pollution from power plants during public hearings Tuesday and Wednesday in Denver. Controlling air pollution could help curb projected declines in global food supplies, a new study says, suggesting policymakers should consider both climate change and ozone pollution in efforts to ensure the world has enough food. The Sierra Club wants U.S. EPA to respond to its petition to designate areas of the country that are not meeting the federal ozone standard. The environmental group yesterday asked the U.S. District Court for the District of Columbia to compel EPA to answer the petition filed last November. The petition asks EPA to name 57 areas of the country to be in noncompliance with the standard, setting in motion statutory actions to reduce ozone levels. In the next two decades or so, the millions of gallons of sewage that flow each year to the San Francisco Bay from antiquated East Bay sewer systems will drop to zero. At least, that's the goal of a sweeping agreement announced Monday requiring the East Bay Municipal Utility District and seven communities it serves, including Oakland and Berkeley, to repair 1,500 miles of pipes over a 21-year period. Power companies need some way to talk to the growing number of electric cars plugging into the grid. And it would help if all the cars, and all the companies, spoke the same language. Now, a broad alliance of automakers and utilities plans to create a lingua franca for electric vehicles. Their goal: build a single communications platform that will let utilities glean information from and send commands to electric cars. The benefits could be big. Exelon Corp. (EXC), the largest U.S. producer of nuclear power, agreed to buy fuel-cell power plants with 21 megawatts of capacity that Bloom Energy Corp. plans to install at 75 corporate sites in four states. Commercial customers including AT&T Inc. will purchase the electricity, often at a premium to a utility’s grid price, for each plant’s ability to provide power locally with less pollution and more reliability than the grid, said KR Sridhar, Bloom’s co-founder and chief executive officer. In the past five years, the renewable energy sector has had to watch billions of dollars flow into midstream oil and gas, thanks to a decades-old tax break and the arrival of shale. But in the last year, some enterprising power companies have come up with a scheme of their own. The "yieldco," as it's informally known, offers a new home for renewable energy power plants, and to investors, it looks a lot like the midstream sector: pure catnip. The way Chris Dundon, Contra Costa Water District's conservation coordinator, tells the story, the customer who called for advice was a transplant from San Francisco with a yard so large it required 28 watering stations. Most were drip irrigation, some were sprinklers, and nearly all were broken. That's what accounted for his enormous water bill. We Americans, myself included, are carefree users of energy. Since the dawn of the Industrial Age, we have enjoyed abundantly available and affordable energy so we're spoiled. Given that, a large degree of apathy towards the climate change crisis is neither unexpected nor intolerable. We want our lights to turn on, our homes to stay cool, and our cars to go, and we don't particularly care how the "sausage" is made.
