What's New List Serve Post Display

The email that the California Air Resources Board (ARB) sent to
the Transport Refrigeration Unit (TRU or reefer) List Serve on
March 25, 2014, included a conflicting statement about the
operational life of TRUs and TRU generator sets (gen set)
manufactured in 2014 that are equipped with Tier 4i flexibility
engines. 

Please disregard the incorrect statement at the end of that
message that indicated no loss of operational life.  There is a
loss in operational life for 2014-manufactured TRUs equipped with
2013-manufactured Tier 4i flexibility engines.  A discussion of
the in-use compliance deadline determination follows:

Flexibility engines do not meet the emissions standards that are
currently in effect at the time of engine manufacture.  A Tier 4i
flexibility engine’s effective model year is 2012 (the last year
that Tier 4i was in effect).  A 2014-manufactured TRU equipped
with a 2013-manufactured Tier 4i flexibility engine (effective
model year 2012) has a two year difference between the unit
manufacture year and the effective model year of the flexibility
engine (2014-2012 = 2).  Therefore, the TRU Regulation at title
13 California Code of Regulations, section 2477.5(b)(6) requires
the engine’s effective model year to be used to determine the
ULETRU in-use performance standard compliance deadline:  December
31st of the seventh year after the effective model year of the
engine (2012).  This results in the ULETRU in-use performance
standard compliance deadline for these units being December 31,
2019.  The manufacture year of a flexibility engine is not
considered in the determination of the ULETRU in-use standard
compliance deadline.  In effect, the operational life of a
2014-manufactured TRU equipped with a 2013-manufactured Tier 4i
flexibility engine is five years plus the remaining months in
2014 after the unit’s purchase.

Background:  TRUs are refrigeration systems powered by integral
diesel internal combustion engines designed to control the
environment of temperature-sensitive products that are
transported in trucks, trailers, shipping containers, and
railcars.  The emissions from these units are a source of
unhealthful air pollutants including particulate matter, toxic
air contaminants, nitrogen oxides, carbon monoxide, and
hydrocarbons, that all pose a potential threat to both public
health and the environment. These units often congregate in large
numbers at California distribution centers, grocery stores, and
other facilities where they run for extended periods of time to
ensure their perishable contents remain cold or frozen. These
distribution and loading facilities are often in close proximity
to schools, hospitals, and residential neighborhoods.  In 2004,
the TRU Airborne Toxic Control Measure (ATCM) was adopted by the
Board to reduce diesel particulate matter emissions from TRUs and
TRU gen set engines.  Amendments were adopted by the Board in
November 2010 and October 2011.
