ordiesel -- Revision for Regulatory Advisory Mail-Out 13-25 for In-Use Off-Road Diesel Vehicle Fleets

A revised advisory, informing all off-road fleets as to how ARB staff will proceed with enforcement of the In-Use Off-Road Diesel Vehicle Regulation, is now available. The previous advisory, 13-25, inadvertently stated that beginning January 1, 2014, and until January 1, 2016, small fleets could only add to their fleet a vehicle with a Tier 1 engine if the vehicle had been previously reported and labeled with an Equipment Identification Number (EIN). However, small fleets may continue to add vehicles with Tier 1 engines until January 1, 2016, regardless of reporting or EIN status. Background The regulation for In-Use Off-Road Diesel Vehicles first became effective under California law on June 15, 2008. This regulation is intended to reduce harmful emissions from diesel powered construction, mining, and other industrial vehicles operating in California that have propulsion engines that are 25 hp or greater. Fleets were required to initially report their off-road diesel vehicles to ARB in 2009 via DOORS. In addition, fleet owners are currently subject to restrictions on unnecessary idling, and large fleets will be subject to accelerated replacement/repower requirements beginning July 1, 2014.
