ghg-rep -- February 3 Deadline for Registering Specified Sources and RPS Adjustment Resources by Electric Power Entities

The California Air Resources Board’s (ARB) Regulation for
Mandatory Reporting of Greenhouse Gas Emissions (Regulation)
requires Electric Power Entities that import or export
electricity to register their anticipated specified facilities or
units by February 1 of each year.   This year, because February 1
is a Saturday, the effective deadline is Monday, February 3 by
close of business.  ARB will use this information to calculate
emission factors for the submitted resources and list them in the
Electric Power Entity Workbook 1, which will be used by Electric
Power Entities to submit their emissions data report by June 2,
2014.

The ARB is providing a registration form for Electric Power
Entities to report this information, located at:

Subsection 95111(g)(1) of the Regulation covers the requirements
for registration of anticipated specified sources of power by
Electric Power Entities.  Note that all sources of imports and
exports of specified, directly delivered electricity must be
registered, even zero emission specified sources.   Electric
Power Entities must also register sources they anticipate to
claim for the RPS adjustment as required by 95111(g).  All
reportable sources must be included in the emissions data report
due by June 2, 2014.

Completed registration forms should be emailed to
ghgreport@arb.ca.gov with the subject line:  Registration of
Specified Resources.

ARB will complete updates to Workbook 1 for use by Electric Power
Entities by April 2014.  Minor modifications are anticipated for
Workbook 1; the current version is posted on the Cal e-GGRT
Reporting Form Instructions webpage,
