U.N. climate talks are likely to run overtime with more than 190 countries arguing over the building blocks for a new pact to slow global warming. A draft text presented Friday, the last scheduled day of the two-week conference in Warsaw, gave only vague direction on when countries should present their targets for restricting carbon emissions. That's a key element of the deal that's supposed to be adopted in Paris in 2015. Just 90 companies worldwide produced fuels that generated two-thirds of industrial greenhouse gas emissions from 1854 to 2010, according to a new study. The 90 biggest producers of fuels driving climate change include investor-owned corporations, such as Exxon Mobil and Chevron, and state-owned oil companies, such as Saudi Aramco and Mexico's Pemex. EPA Administrator Gina McCarthy rolled up to the Port of Long Beach's security command post on Pier F in a GMC Yukon XL, then got a quick tour aboard a fuel-efficient crew boat to view air-quality projects and discuss the seaport's environmental challenges. The crew boat operates on fuel oil and can burn through 27 gallons per hour if the twin 850-horsepower engines run at full bore – which is 20 mph. The boats are held out as environmental stars in the ports because they've been retrofitted with fuel-efficient technologies. After a letter campaign by rural communities, the Cali-fornia Air Resources Board announced this week it will provide relief to truckers already working to meet state deadlines for upgrades to their aging diesel fleets. The Calaveras County Air Pollution Control Board and other rural area groups sent letters to Gov. Jerry Brown addressing concerns about unintended economic consequences of the clean-fleet regulations. The California Air Resources Board recently announced that it will provide relief to truckers working to meet state deadlines for upgrades to their aging diesel fleets. The change comes following letters from the Tehama County Air Pollution Control District and other rural air districts seeking various changes in the mandate, said district controller Alan Abbs. The relief is detailed in a regulatory advisory which recognizes good faith efforts of fleets to meet upcoming compliance deadlines. The advisory also provides early access to planned regulatory changes to be considered by the Board in April 2014. Their concern is over the 1,750-square mile Monterey shale formation that holds oil in rocks underneath Central and Southern California. It's estimated to hold two-thirds of the recoverable shale oil in the continental U.S., more than 15 billion barrels worth. But this kind of oil is difficult to extract because it's locked in those pockets of rock. In a bid to boost electric car sales, Bay Area cities have installed hundreds of public charging stations where drivers can top off their batteries. The stations are considered essential to warding off "range anxiety," the fear of running out of electricity on the road. But a new survey suggests that many plug-in car owners rarely use them. Just 10 percent of charging happens at public stations, according to the survey from PlugInsights. Seven percent of charging takes place at work. In contrast, 81 percent of electric car charging happens at home. A New Jersey energy company required by an unusual legal settlement to build an extensive network of electric car chargers throughout California has delivered just 10 percent of what it promised in the first year. By fortifying the state's still-spotty charging infrastructure, the settlement between NRG Energy Inc. and California energy regulators was sold as key to jump-starting enthusiasm for the non-polluting vehicles. More places to "refuel" would diminish worries of getting stranded with a dead battery, and widespread adoption of the cars would help the state meet ambitious air quality goals. When will we see the ultimate green car, who will make it and how long will it take for it to hit the mass market? That’s pretty much what everyone in the auto industry is asking. While clearly no one can answer those questions definitively, the chief executive of Nissan Motor Co. offered up his take on the sidelines of the Tokyo Motor Show this week. “Mass marketing, I don’t see it before 2020,” Carlos Ghosn said of hydrogen-powered fuel cell cars. The CEO was responding to a question on why Nissan is so focused on battery-powered electric vehicles at a time when rivals Toyota Motor Corp. and Honda Motor Co. plan to roll out their latest fuel-cell cars.
