In addition, ARB is collecting public comments on the discussion draft at the following website: http://www.arb.ca.gov/cc/scopingplan/2013comments.htm (Note: The comment period on the discussion draft opened on October 1, 2013 at 3:00 pm and closes on November 1, 2013 at 5:00 pm.) What is the 2013 Update to AB 32 Scoping Plan? As required by AB 32, the initial Scoping Plan was adopted in 2008. This Plan must be updated every five years. The 2013 Update to the Scoping Plan will define ARB’s climate change priorities for the next five years and lay the groundwork to start the transition to achieve post-2020 goals. The 2013 Update will highlight California’s progress toward meeting the “near-term” 2020 GHG emission reduction goals defined in the original 2008 Scoping Plan. It will also evaluate how to align the State's “longer-term” GHG reduction strategies with other State policy priorities, such as for water, waste, natural resources, agriculture, clean energy, transportation and land use.
