TOPIC: Refineries and Related Industries Workshop DATE: Monday, October 7, 2013 TIME: 1 pm to 4 pm LOCATION: Coastal Hearing Room, 2nd Floor, Cal/EPA HQ Building, 1001 “I” Street, Sacramento This workshop will focus on allowance allocation to refineries under the Cap-and-Trade Program during the second and third compliance periods. The Air Resources Board will discuss its proposed regulatory changes in this area. Under the current regulation, the carbon dioxide-weighted tonne will form the basis of these allocations. ARB is considering the complexity weighted barrel approach. Potential changes to allocations for two related activities, hydrogen production and calcining coke, will also be discussed. A live webcast of the meeting will be available at:http://www.calepa.ca.gov/broadcast/?BDO=1 Background The California Cap-and-Trade Regulation (Regulation) was formally adopted by the Air Resources Board (ARB or Board) in 2011. In 2012, the Board adopted a limited set of amendments focused on implementation of the Regulation. In response to Board direction and further discussions with stakeholders, staff began a public process this spring to propose additional amendments for Board consideration in late October 2013. Refinery stakeholders have requested reconsideration of the carbon dioxide-weighted tonne allocation method. This workshop will cover refinery and related product considerations for potential new amendments.
