AIR POLLUTION

In China, Air Pollution Rules Spur Big Car Purchases.  As more
Chinese cities propose license-plate lotteries and other ways of
limiting the number of cars on the road, consumers are responding
by buying more expensive automobiles with bigger engines.  In
Shanghai, one of four major Chinese cities with policies designed
to reduce car purchases to ease pollution and traffic congestion,
between 9,000 and 10,000 plates are auctioned monthly, fetching
an average of 82,000 yuan ($13,400) so far this year.  Posted.

Report: Climate change is impacting California.  Coastal waters
off California are getting more acidic. Fall-run chinook salmon
populations to the Sacramento River are on the decline. Conifer
forests on the lower slopes of the Sierra Nevada have moved to
higher elevations over the past half century.  That’s just a
snapshot of how climate change is affecting California’s natural

Agency finds climate change taking toll on California. California
lakes are warming, sea levels are rising, wildfires are
spreading, and mountain plants and animals are migrating to
higher ground as the impact of climate change takes hold
throughout the state, a new report says. The evidence of the
effects of the warming trend emerged in an analysis of 36
"indicators" - warning signs of changes - that are detailed in

Report: Climate change and California's rising sea levels. More
Californians than ever say the state should take action
immediately on climate change, according to a new poll from the
Public Policy Institute of California. Many of those surveyed
believe the effects of climate change are already here, with a
quarter of Californians saying their biggest weather worry is
flooding or rising seas. Scientists studying sea level rising are
working hard to get the rest of society to pay more attention to
the issue.

impact is real. The report, "Indicators of Climate Change in
California," issued by the state's Environmental Protection
Agency, tracks 36 indicators of climate change. Its conclusion:

California environmental advocate invests in Virginia governor's
race.  California billionaire and clean energy philanthropist
Thomas Steyer is spending $400,000 on television ads critical of
Virginia Republican gubernatorial candidate Ken Cuccinelli, the
latest effort by the former
hedge-fund-manager-turned-environmental activist to inject

Killer bee season underway with a vengeance.  Summer’s here,
bringing climbing temperatures, rising humidity in some areas and
the renewed threat from killer bees.  So far this season a colony
of 100,000 Africanized honeybees have taken up residence in a
Houston home and a similar sized swarm attacked two park workers
in Florida. At least one death has been reported in Central Texas

EPA Revisits Ethanol Mandate as Fuel Use Slips. U.S. regulators
said they would propose for the first time lowering the mandated
consumption of alternative motor fuels, a reversal in policy that
puts the powerful ethanol industry on the defense. The move could
shrink demand for alternative fuels whose use is required by the

California lawmakers call for review of offshore fracking. A
group of state lawmakers is calling for an investigation by
federal regulators into reports of oil companies engaging in
hydraulic fracturing, or fracking, off the California coast.
Assemblyman Das Williams (D-Santa Barbara) wrote the letter
signed by seven other state legislators and sent to the
Department of Interior and the Environmental Protection Agency.
The lawmakers call for federal officials to consider new

EPA sets 2013 percentages for Renewable Fuel Standard;
anticipating adjustments to 2014 volume requirements.  The US
Environmental Protection Agency (EPA) finalized the 2013
percentage standards for four fuel categories that are part of
the Renewable Fuel Standard (RFS) program. The final 2013 overall
volumes and standards require 16.55 billion gallons of renewable
fuels to be blended into the US fuel supply (a 9.74% blend).

Noting 'climate change has no border,' Calif. air district votes
to oppose pipeline. Bay Area air regulators weighed in yesterday
against the Keystone XL pipeline, passing a resolution urging
President Obama to reject the Canada-to-Nebraska leg of the
project for its potential effects on climate change and air
pollution. The Bay Area Air Quality Management District voted
11-4 to approve the resolution…Posted.

VEHICLES

350,000 Electric Cars in SoCal by 2020? SoCal Edison is Getting
Ready.  About a tenth of electric vehicles operating in the
United States are charged up by power provided by Southern
California Edison (SCE), according to a whitepaper the utility
released Tuesday. The whitepaper, a slick if wonky piece of PR,
details how SCE is trying to ready itself to serve an estimated
350,000 plug-in electric vehicles by 2020.  Posted.

GREEN ENERGY

Solar Shipments Surge in Second Quarter as Asia Demand Rises. 
Solar-panel shipments in the second quarter from three of the
four largest producers exceeded projections by as much as 32
percent as demand in Asia surged. Canadian Solar Inc. (CSIQ)
shipped 455 megawatts in the second quarter, compared with a May
forecast of 380 megawatts to 420 megawatts, the Guelph,
Ontario-based company said in a statement today. Posted.

Energy Journal: Schwarzenegger Calls for American Leadership. 
Last month President Barack Obama proposed sweeping new measures
aimed at curbing carbon emissions from power plants. This was
immediately pronounced a “carbon tax.” While the Hill bickers,

Guardian says—although emissions have fallen as natural gas is

Korean Electric Buses Go Wireless.  South Korea is fielding
wireless electric buses in the southeastern city of Gumi, in the
world’s first test run of the technology on public roads. The
city will run two of the On-Line Electric Vehicles, or OLEV, on
existing bus routes 10 times a day from this week. The buses will
cover a distance of 24 kilometers, or 15 miles. Posted.

history with the Global Warming Solutions Act (AB 32), which
committed my home state to a landmark effort to reduce greenhouse
gas emissions. Despite strong opposition from the fossil fuels
industry, including repeated efforts to gut the law, California's
groundbreaking effort to clean our air, protect our climate and
grow a clean-energy industry that produces good, career-path jobs
