The Compliance Instrument Tracking System Service (CITSS) is
being upgraded to provide Cap-and-Trade Program participants
improved features and more detailed account information.   

The upgrades included in CITSS version 3.0 are scheduled to be
released Thursday, August 1, 2013.  CITSS version 3.0 provides
expanded functionality and information, including:

• Facility information (entity management/account consolidation)
• Corporate association management
• Limited exemption and holding limit management
• Enhanced reporting features

The CITSS can be accessed at https://www.wci-citss.org.

Following the release of CITSS version 3.0, ARB staff will be
updating the CITSS accounts with account consolidation and
corporate association data previously submitted to ARB, as well
as limited exemption data based on verified emissions.  ARB will
complete data entry by August 19, 2013.  The CITSS will be
automatically sending emails to account representatives informing
them of updates during this data entry period.

To ensure a smooth transition to the CITSS version 3.0, please
refrain from changing any entity registration data accessed
through the CITSS General tab or the Facilities tab until August
19, 2013.  Any change in entity registration data made before
August 19 could adversely affect an entity’s ability to
participate in the August 2013 auction.

Training: 
A webinar on the expanded CITSS functions included in this
release are being prepared and scheduled.  Details on the webinar
will be announced soon.

Help Desk is staffed Monday through Friday 6:00 a.m. Pacific Time
through 6:00 p.m. Pacific Time and is accessible for messages 24

Background:
The California Air Resources Board’s (ARB) California
Cap-and-Trade Program became effective on January 1, 2012, with
an enforceable compliance obligation beginning with calendar year
2013 Greenhouse Gas (GHG) emissions. 

California is working with WCI Partner jurisdictions and WCI,
Inc. to develop systems to support the common goals of developing
a regional program and the implementation of state and provincial
GHG trading programs, including California’s Cap-and-Trade
Program.

One of the systems being developed is the Compliance Instrument
Tracking System Service (CITSS).  The CITSS is the record of
ownership of compliance instruments; records information related
to accounts; enables and records compliance instrument transfers;
facilitates compliance verification; and supports market
oversight through the collection of relevant information.
