tru -- Application Form Available for ULETRU Compliance Extension if LETRU Met by Original TRU Compliance Deadline

Owners of truck or trailer transport refrigeration units (TRU) or TRU generator sets (gen sets) may apply for a compliance deadline extension for the Ultra-Low-Emission TRU (ULETRU) requirements for model year 2003 and older engines (or units) if they met the Low-Emission TRU (LETRU) in-use standard by the original compliance deadline. In order to apply, certain qualifications must be met: 1. The TRU must be registered in Air Resources Board (ARB) Equipment Registration (ARBER) program; 2. The original engine or TRU met the Low Emission TRU (LETRU) in-use standard by being retrofitted with a Level 2 Verified Diesel Emission Control Strategy (VDECS). LETRU may also be achieved by replacing the TRU or TRU engine with an EPA emission Tier 4 engine; and 3. Compliance with LETRU was achieved by the following compliance dates: a. December 31, 2009 for MY 2001 and older engines (MY 2001 or older engines which met LETRU before December 31, 2008 may be eligible for an additional year extension); or b. December 31, 2009 for MY 2002 engines; or c. December 31, 2010 for MY 2003 engines. TRU owners may apply for the ULETRU extension by submitting an application at least 90 days before the ULETRU compliance deadline. Application forms are only available by calling the TRU Help Line at 1-888-878-2826. Documentation for the purchase and installation of the new VDECS, engine, or TRU, dated on or before the compliance date required above must be included with the completed application. Background: TRUs are refrigeration systems powered by integral diesel internal combustion engines designed to control the environment of temperature-sensitive products that are transported in trucks, trailers, shipping containers, and railcars. The emissions from these units are a source of unhealthful air pollutants including particulate matter, toxic air contaminants, nitrogen oxides, carbon monoxide, and hydrocarbons, that all pose a potential threat to both public health and the environment. These units often congregate in large numbers at California distribution centers, grocery stores, and other facilities where they run for extended periods of time to ensure their perishable contents remain cold or frozen. These distribution and loading facilities are often in close proximity to schools, hospitals, and residential neighborhoods. In 2004, the TRU Airborne Toxic Control Measure (ATCM) was adopted by the Board to reduce diesel particulate matter emissions from TRUs and TRU gen set engines. Amendments were adopted by the Board in November 2010 and October 2011.
