The Air Resources Board (ARB) has posted a regulatory advisory that approves an extension for certain types of on-road cranes to the compliance deadline for the Particulate Matter (PM) filter requirements in the Truck and Bus regulation (regulation). The regulation allows that an extension to the PM filter requirements can be granted if all available PM filters for a properly operating engine are not compatible with the engine, do not fit in available space, or cannot be safely operated on the vehicle. This extension remains in effect until January 1, 2018, or unless circumstances regarding the extension change including, but not limited to, PM filter feasibility and Occupational Safety and Health Administration (OSHA) requirements. Background: ARB has adopted a number of regulations that require diesel engine owners to reduce toxic air pollution emissions. The Truck and Bus regulation requires diesel truck and bus owners to take steps to reduce their engine emissions. These regulations are part of the State’s plan to meet federal ambient air quality standards and to protect public health. Between 2012 and 2023, nearly all trucks and buses that operate in California with a manufacturer’s gross vehicle weight rating greater than 14,000 pounds will need to upgrade to reduce exhaust emissions. To comply with these requirements, fleet owners may retrofit existing engines by installing ARB verified diesel PM filters or by upgrading to newer cleaner engines.
