TOPIC: Natural Gas Suppliers Workshop
DATE:  Monday, June 3, 2013
TIME:  10 am to 1 pm

1001 “I” Street, Sacramento

This workshop will focus on the treatment of natural gas
suppliers in the Cap-and-Trade Program, including calculation of
the compliance obligation and allowance allocation
considerations.  Staff will solicit stakeholder comment regarding
allowance allocation to natural gas suppliers.

TOPIC: Market-Related Reporting and Cost Containment
DATE:  Tuesday, June 25, 2013  
TIME:  9 am to 4 pm 
LOCATION:  Byron Sher Auditorium, 2nd Floor, Cal/EPA HQ
Building, 1001 “I” Street, Sacramento

The morning session of this workshop will cover staff proposals
on potential amendments to the Cap-and-Trade Regulation reporting
requirements to facilitate market oversight, a discussion of
emissions compliance requirements, and additional cost
containment mechanisms.  The afternoon session on cost
containment will include discussion by a panel of experts on the
potential scenarios that could lead to higher allowance prices,
the potential for depletion of the Allowance Price Containment
Reserve, and potential mechanisms to address stakeholder concerns
on cost containment while ensuring environmental integrity of the
program.

TOPIC: Proposed amendments to the California Cap-and-Trade
Program
DATE:  Thursday, July 18, 2013
TIME:  9 am to 4 pm 
LOCATION:  Byron Sher Auditorium, 2nd Floor, Cal/EPA HQ Building,
1001 “I” Street, Sacramento

At this workshop, staff will discuss draft regulation amendments
for consideration by the Board this fall.  A draft amended
Cap-and-Trade regulation will be available for review in advance
of the workshop.  More information on the proposed changes can be

Prior to each workshop, ARB will make available documents and
presentations to help stakeholders prepare for the discussions.

Background
The California Cap-and-Trade Regulation (Regulation) was formally
adopted by the Air Resources Board (ARB or Board) in 2011.  In
2012, the Board adopted a limited set of amendments focused on
implementation of the Regulation.  In response to Board direction
and further discussions with stakeholders, staff began a public
process this spring to propose additional amendments for Board
consideration in fall 2013.  These workshops continue the
discussion of topics that staff will consider for new amendments.
