The Administration has posted the Draft Cap-and-Trade Auction Proceeds Investment Plan: Fiscal Years 2013-14 through 2015-16. The purpose of this three-year Draft Plan is to evaluate the opportunities for greenhouse gas emission reductions, and identify priority State investments to help achieve greenhouse gas reduction goals and yield valuable co-benefits in furtherance of the purposes of AB 32. The Board Hearing Notice and Draft Investment Plan are available on ARB’s website at: http://www.arb.ca.gov/cc/capandtrade/auctionproceeds/auctionproceeds.htm Background: As defined in statute, the draft investment plan was developed by the Department of Finance (Finance) in consultation with ARB and other State agencies. The Draft Plan provides recommended priority investments for consideration by the Legislature during the annual budget appropriation process. The intent is to provide information on potential investments that further the purposes of AB 32, the California Global Warming Solutions Act of 2006 (Assembly Bill 32 (AB 32); Nunez, Chapter 488, Statutes of 2006), and meet the requirements of additional implementing legislation enacted in 2012 (AB 1532 (Pérez, Chapter 807), Senate Bill (SB) 535 (De León, Chapter 830), and SB 1018 (Budget and Fiscal Review Committee, Chapter 39)). Potential investments with auction proceeds are required to further the objectives of AB 32 and should also deliver multiple co-benefits to protect our human and natural resources. The Draft Plan also provides maps for the identification of disadvantaged communities and an approach to comply with the statutory requirements for these communities, contains accountability principles for funding, and proposes a framework for implementation of the priority investments. Following the public hearing, Finance will submit a Final Plan to the Legislature as part of the May 2013 budget revise. Inclusion of a recommended investment in the Draft or Final Plan does not guarantee funding. Funding will be determined by the Legislature and Governor through the annual Budget Act.
