The Air Resources Board invites you to participate in a public
workshop to discuss proposed amendments to procedures for
converting engines or vehicles that have been certified to
operate on diesel or gasoline to operate on alternative fuels.  
At the workshop, staff will discuss proposed changes related to
alternative fuel conversion certifications including: the
application and review process, the requirements for
demonstrating emission compliance including test fuel
requirements, the requirements for demonstrating on-board
diagnostic II (OBD II) compliance, and proposed changes to
address the sales window for converted vehicles and engines.  The
primary focus will be on liquefied natural gas, compressed
natural gas, and propane; however, conversions to other fuels may
be discussed.

Background:  California regulations prohibit the conversion of
emission-controlled vehicles or engines to operate on an
alternative fuel, such as natural gas or propane, in lieu of the
original gasoline or diesel fuel unless the alternative fuel
conversion has been evaluated and certified by ARB.  Recent
changes promulgated by U.S. EPA to its procedures for certifying
alternative fuel conversions generated numerous inquiries from
industry regarding ARB’s regulations.  In response to comments
received, staff is proposing changes to the current alternative
fuel conversion certification procedures for both new and in-use
vehicles and engines.
