This message is to inform you that ARB has released the HARP 2
Emission Inventory Module for a 30-day public review	esting
period. During this testing period, please submit any comments or
issues discovered to harp@arb.ca.gov.  The deadline to submit
comments is May 6, 2013.  If you would like to test the new HARP
2 Emission Inventory Module, you may download the installation
package and draft user manual at

Background

The Hotspots Analysis and Reporting Program (HARP) is a tool that
assists with the programmatic requirements of the Air Toxics "Hot
Spots" Program.  HARP is a single integrated software package
that can be used by the air pollution control and air quality
management districts (districts), facility operators, and other
parties to promote statewide consistency, efficiency, and
cost-effective development of facility and emission inventories
and health risk assessments.  HARP can also be used for other
types of health risk assessments used in other programs such as
in district permitting of existing and new facilities (e.g.,
facility permitting).  HARP was first released to the public at
the end of 2003.

ARB is currently updating the HARP software.  The latest version
of HARP is different from the 2003 version.  The new version of
HARP has been separated into three individual programs (Emission
Inventory Module, Air Dispersion Module, and the Risk Assessment
Module) which will allow users to access any of the modules
independently from each other.  As in the previous version, the
information can still be shared between each program.  For
consistency, the three programs are still referred to as the
Emission Inventory Module, Air Dispersion Module, and the Risk
Assessment Module.  The new version of HARP will also include
AERMOD and the updates to the OEHHA “Hot Spots” Risk Assessment
Guidelines.

At this time, ARB is releasing the HARP 2 Emission Inventory
Module for public review.  ARB anticipates on having the Air
Dispersion and Risk Assessment Modules available within six
months to a year after the final part of the OEHHA “Hot Spots”
Risk Assessment Guidelines is adopted.
