BACKGROUND: ARB’s Consumer Products Program is an important part of California’s efforts to reduce the amount of smog-forming volatile organic compounds, toxic air contaminants and greenhouse gases emitted from chemically formulated consumer products. ARB’s consumer-products regulations have resulted in emission reductions of nearly 50 percent since 1990, but more is needed to meet federally required health-based air-quality standards.
