AIR POLLUTION

NASA pollution monitoring aircraft to fly over Bay Area on
Thursday. Specially equipped NASA aircraft will be hovering over
Bay Area skies Thursday and Friday collecting air quality data to
better understand our region's air pollution. A partnership with
the Bay Area Air Quality Management District, NASA will fly its
aircraft over the Interstate Highway 680 as well as other
portions of the region to gain air quality data as part of a
Central California study to better understand how air pollution
moves and flows in the atmosphere, according to BAAQMD spokesman

China's love affair with cars chokes air in cities. Endless lines
of slow-moving cars emerge like apparitions and then disappear
again into the gloom of the thick smog that has shrouded Beijing
this week and reduced its skyline to blurry gray shapes. With
more than 13 million cars sold in China last year, motor vehicles
have emerged as the chief culprit for the throat-choking air
pollution in big cities especially Beijing, which has suffered

6 Tips To Improve Indoor Air Quality.  Just outside my window the
ground is covered with a light dusting of fresh snow. Last check,
the outdoor thermometer read a chilly two degrees Fahrenheit.
Keeping the doors and windows tightly closed is a necessity as
the winter months settle in.  According to the Environmental
Protection Agency (EPA) people spend 90 percent or more of their
time indoors. Newer homes are designed to be well insulated and

CLIMATE CHANGE

Research: ‘Cap and trade’ negates individual’s emission reduction
efforts (Video).  In a discussion paper published Jan. 29, 2013,
by the University of East Anglia Centre for Behavioural and
Experimental Social Science, Dr. Grischa Perino indicates that
the present carbon emission cap and trade schemes practiced in
Europe, Australia, and the United States all but negate an
individual’s efforts to reduce their carbon footprint.  Posted.

Rethinking the Cap and Trade Offsets.  Despite losing a court
case earlier this week, environmental groups are determined to
seek improvements to California’s cap-and-trade program, which
they say may lead only to a change on paper.  Assembly Bill 32
(AB 32), enacting the Global Warming Solutions Act, was signed in
2006 to allow the California Air Resources Board (ARB) to plan
for a 2020 greenhouse gas emission limit with programs like

FUELS

Ethanol industry turns to plant residue, scraps. Ethanol
producers have talked for decades about using plant residue, wood
scraps and even garbage to produce the fuel additive, but now
companies finally are building full-scale refineries. About 70
cellulosic ethanol projects are under way, reflecting billions of

VEHICLES

Automakers go green off the road at their manufacturing
facilities. New vehicles will increasingly feature better gas
mileage as automakers look to meet federal fuel economy and
greenhouse gas reduction targets, but fuel consumption isn't the
only thing driving automakers' environmental performance. Just as
automakers have been striving to put less-polluting vehicles on
the road, they have been taking steps to reduce their pollution
off the road, too, by targeting their waste streams,
manufacturing operations and energy supplies. Posted.

Worrying About the EU Cap And Trade System. This concerns me
deeply: the way that various people are worrying about the carbon
price in Europe being too low. We’ve even got this sort of
silliness in the Financial Times for goodness sake. The EU carbon
market has been miserable for most of the past few years, with
prices staggering downwards from their c.€30 levels on the
scheme’s launch in 2005. Posted.

The cost of not using renewable energy.  A clever new study [PDF]
from the World Future Council attempts to do something I haven’t
seen before: quantify the cost of not using renewables.  The idea
is pretty simple. When we use finite fossil fuels to generate
energy, rather than the inexhaustible, renewable alternatives, we
make those fossil fuels unavailable for non-energetic uses (think
petrochemicals) in the future. In other words, when we burn
fossil fuels for energy, we are needlessly destroying valuable

Lawmakers to hold hearing on fracking. State lawmakers will hold
a hearing next month to examine the regulation of hydraulic
fracturing, or "fracking," in California. Unlike other major
oil-producing states, California does not require energy firms to
disclose where they use the controversial procedure or what
chemicals they inject into the ground. Regulators released draft
rules for fracking last month that would mandate such disclosure
but allow oil companies to keep secret the names of certain
chemicals they claim to be proprietary. Posted.

Sacramento's Phil Serna to serve on CA Air Resources Board. 
Sacramento County Supervisor Phil Serna has been named a member
of the California Air Resources Board by Gov. Jerry Brown. 
Serna, who was elected to the board of supervisors in 2010, is
also currently the chair of the Sacramento Metropolitan Air
Quality Management District. He previously ran his own consulting
firm and served as vice president of governmental affairs at the

Another Victory for California's AB 32 Clean Energy and Climate
Law.  A process adopted by the California Air Resources Board to
help the state’s largest polluters meet greenhouse gas emission
reduction targets under the AB 32 Global Warming Solutions Act
has surpassed a legal challenge.  In a 34-page ruling released on
Friday, San Francisco Superior Court Judge Ernest Goldsmith
rejected the demand by Citizens Climate Lobby and Our Children’s
Earth Foundation to change the “offset methodology”…Posted.
