PUBLIC WORKSHOP TO DISCUSS PROPOSED AMENDMENTS TO THE ALTERNATIVE
FUEL CONVERSION CERTIFICATION PROCEDURES FOR NEW AND IN-USE
VEHICLES AND ENGINES. 

The Air Resources Board invites you to participate in a public
workshop to discuss proposed amendments to procedures for
converting engines or vehicles that have been certified to
operate on diesel or gasoline to operate on alternative fuels. 
At the workshop, staff will discuss proposed changes related to
alternative fuel conversion certifications including:
applicability, demonstrating emission compliance, demonstrating
on-board diagnostic compliance, and carry-over for new
vehicle/engine alternative fuel certifications to subsequent
model years.  The primary focus will be on liquefied natural gas,
compressed natural gas, and propane; however, conversions to
other fuels may be discussed also.
  
The workshop will be held at the following time and place:

Background:  California regulations prohibit the conversion of
emission-controlled vehicles or engines to operate on an
alternative fuel, such as natural gas or propane, in lieu of the
original gasoline or diesel fuel unless the alternative fuel
conversion has been evaluated and certified by ARB.  Recent
changes promulgated by the U.S. Environmental Protection Agency
to its procedures for certifying alternative fuel conversions
generated numerous inquiries from industry regarding ARB’s
regulations.  In response to comments received, staff is
considering changes to the current alternative fuel conversion
certification procedures for both new and in-use vehicles and
engines.
