BACKGROUND:

ARB’s Consumer Products Program is an important part of
California’s efforts to reduce the amount of smog-forming
volatile organic compounds, toxic air contaminants and greenhouse
gases emitted from the use of chemically formulated consumer
products. ARB’s consumer products regulations have resulted in
emission reductions of nearly
50 percent since 1990, but more is needed to meet federally
required health-based air-quality standards.
