The Air Resources Board (ARB) will present a technical webinar at the time noted below to describe details of the California Cap-and-Trade Program—including dates, duties, and obligations—that are pertinent to publicly owned utilities (POU). This webinar is geared toward smaller POUs that may not be familiar with the Cap-and-Trade Program. BACKGROUND: The California Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms Regulation (Cap-and-Trade Regulation) and the revised Regulation for the Mandatory Reporting of Greenhouse Gas Emissions (Mandatory Reporting Regulation) were adopted by the California Air Resources Board in October 2011 and formally went into effect January 1, 2012. The Mandatory Reporting Regulation (MRR) requires first deliverers of electricity to report greenhouse gas emissions from electricity generation and imported electricity. Additionally, MRR requires all retail providers to report California retail sales. Under the Cap-and-Trade Regulation, first deliverers of electricity will have an obligation to surrender compliance instruments (allowances and offset credits) equal to their emissions (as reported under MRR) to ARB. Allowances will be freely provided by ARB to utilities. There are restrictions on the use of allowance value. These details will be covered in the webinar. Staff will also describe key dates and obligations that utilities must meet to comply with the regulations, as well as provide information about how utilities participate in the program. This presentation is targeted at smaller POUs that may not be familiar with the provisions of the Cap-and-Trade Program.
