We have posted forms to facilitate reporting calendar year 2011 data for Multi-purpose Lubricant and Penetrant products sold in California here:. http://www.arb.ca.gov/consprod/regact/lube_pen/lubricant_penetrant.html. The forms can be used to fulfill the special reporting requirements for these products contained in section 94513(f) of the Consumer Products Regulation (Regulation for Reducing Emissions from Consumer Products, title 17, California Code of Regulations, sections 94507 – 94517). If you are a responsible party, or formulator of a Multi-purpose Lubricant or Penetrant product that was sold for use in California during calendar year 2011, you should complete the forms and return them to us at the address indicated in the forms. The data should be submitted by June 26, 2012. The data will be used as part of our assessment on the feasibility of the 25 percent by weight volatile organic compound (VOC) limits scheduled to become effective on December 31, 2013. Background: ARB’s Consumer Products Program is an important part of overall efforts to reduce the amount of smog-forming VOC, toxic air contaminants and greenhouse gases that are emitted from the use of chemically formulated consumer products. ARB’s consumer products regulations have resulted in projected emission reductions of nearly 50 percent since 1990, but more needs to be done to meet health-based air quality standards.
