harborcraft -- Loan Assistance for Diesel Marine Vessels and Engines

The Loan Assistance Program is to encourage small business owners to upgrade their marine vessels for early compliance with ARB’s Commercial Harbor Craft Regulation (CHC Regulation) . Loan Assistance for Diesel Marine Vessels and Engines http://www.arb.ca.gov/html/fact_sheets/calcap_marine_vessels.pdf The California Air Resources Board (ARB) received $5 million in American Recovery and Reinvestment Act funds to assist small business owners with replacement of marine vessels or marine vessel diesel engines with cleaner, less-polluting engines. This will allow small businesses that do not meet todays’ stringent lending standards, to qualify for financing related to engine repowering, replacement, retrofit; or replacement of marine vessels. The marine vessel must be diesel powered commercial harbor craft, including, but not limited to, charter fishing boats, commercial fishing boats, crew and supply vessels, ferry/excursion vessels, pilot vessels, towboats, tugboats, and work boats. The CHC regulation was adopted in November 2007 and became effective in January 2009. Commercial harbor craft includes crew and supply vessels, commercial fishing vessels, ferries, excursion vessels, pilot boats, tugboats, towboats, barges, dredges, and workboats. Existing diesel engines on specific vessel types are required to meet U.S. EPA Tier 2 or Tier 3 marine engine standards. This regulation is part of ARB’s ongoing effort to reduce diesel particulate matter in communities located near ports.
