On January 17th, 2012 a web based training session will be conducted to familiarize facilities who will be affected by the Refrigerant Management Program regulation with the use of the new Refrigerant Registration and Reporting web based tool. As part of implementing ARB’s Refrigerant Management Program (RMP) regulation, an online web based tool is being developed to facilitate the registration, reporting, and fee payment provisions of the RMP regulation. This tool, also called the Refrigerant Registration and Reporting System, R3 for short, will be available for use on January 27th, 2012. On January 17th, 2012 a web based training session will be conducted to familiarize facilities who will be affected by the regulation with the use of the tool. The training will be held from 1:00pm – 3:00pm Pacific time. To register please go to http://www.arb.ca.gov/training/courses.php?course=315. A recording of the webinar will be posted on the Refrigerant Management Program’s web page following the webcast. Comments and questions will be accepted during the webcast. The RMP regulation is a state-wide rule that became effective in January 2011 and affects facilities with refrigeration systems with a refrigerant charge greater than 50 pounds of any high global warming potential refrigerant, refrigerant distributors and wholesalers, and refrigerant reclaimers. The recordkeeping, leak inspection, leak repair, and required service practices provisions of the rule are now in effect. Registration, reporting, and fee payment requirements of the rule will be phased in between 2012 and 2016. By March 1, 2012 facilities with systems with a refrigerant charge of 2,000 pounds or greater must register, report, and pay the implementation fee. Refrigerant distributors, wholesalers, and reclaimers are also required to submit annual reports by March 1, 2012. The R3 tool is designed to make the process as simple as possible to do online. In addition, the R3 can serve as a tool for all facilities to maintain their records and manage their refrigerant usage throughout the year.
