CLIMATE CHANGE

China urges progress on climate change fund.  China's climate
change envoy said Tuesday that global financial woes have put
climate issues on the back burner for now, but they have not
diminished the need for a multibillion-dollar fund to help
developing countries cope with global warming.  Delegates at a
U.N.-sponsored climate change conference that starts Nov. 28 in
Durban, South Africa, are to consider ways to raise $100 billion
a year for the Green Climate Fund.  Posted.

speak in perfect, clear, stirring, and memorable soundbites. But
scientists are particularly apt to load their communications with
so many caveats and so much detail that non-scientists have a
hard time determining whether they've said anything definitive at

Oil Abundance in Canada Provokes Anxiety Over Fossil Fuel Lust. 
The helicopter swooping over once- pristine spruce forests
provides a close-up view of why the province of Alberta, Canada,
is among the planet's most coveted -- and contested -- petroleum
hot spots.  North of Fort McMurray, a boomtown serving tens of
thousands of migrant workers, Syncrude Canada Ltd.'s oil-sands

GREEN ENERGY

School solar projects offer students hands-on opportunities to
learn about green technology.  Besides offsetting energy costs at
schools, solar panels are providing hands-on learning for
students.  At informational kiosks on the Las Positas Community
College campus in Livermore, students can find out how solar
power works and track how much energy it generates, said Jeffrey
Kingston, vice chancellor of facilities. The kiosks were part of
the solar project built by Chevron Energy Solutions.  Posted.

VEHICLES

Electric cars to take Taiwan by storm: Minister Shih.  There will
be a boom in the popularity of electric vehicles in Taiwan in
five or six years, Minister of Economic Affairs Shih Yen-shiang
(施顏祥) said on Tuesday while presiding over a
ceremony to mark the launch of a government project aimed at
encouraging people to buy electric vehicles.  Shih said he
arrived at the venue, the National Taiwan Science Education

2012 Volt Moves Into California Carpool Lanes.  A low-emissions
package that qualifies the 2012 Chevrolet Volt plug-in hybrid
hatchback for single-occupant travel in California's High
Occupancy Vehicle traffic lanes will be standard on all models
sold in the Golden State early next year, the automaker said, The
special tuning will have no affect on the model's price,
performance, fuel economy or electricity-only driving range, Rob
Peterson, manager of the Volt and electric vehicle technologies
at General Motors, told AutoObserver. California is a key state
for Volt sales, and giving the Volt carpool lane access is

Fowler doctor named to Valley, Calif. air boards.  Dr. Alex
Sherriffs, a Fowler family practitioner and clean-air advocate,
has been named to the governing board for both the San Joaquin
Valley Air Pollution Control District and the California Air
Resources Board.  Gov. Jerry Brown on Monday announced the
appointments for Sherriffs, a 60-year-old Democrat. He replaces
Dr. John Telles, who resigned in June.  Posted.

Climate change doubts behind attack on Air Resources Board. 
Climate change skepticism by one congressman among California’s
53 ordinarily doesn’t matter much. But coming from Darrell Issa,
the chairman of the House Committee on Oversight and Government
Reform, it’s now leading to one of the most significant attacks
ever on California’s lead smog-fighting agency, the state Air

On Our Radar: Made With the Wind.  Companies including Motorola
Mobility, Lego, Deutsche Bank and Bloomberg L.P. signed up to use
a new trademark, WindMade , to show that at least 25 percent of
their electricity was generated by wind power. The brand is
sponsored by Vestas, a wind turbine manufacturer. The company
hopes to develop a widely recognized industry trademark akin to

month, the California Air Resources Board unanimously approved
California’s first-of-its-kind cap and trade program to cut
greenhouse gas (GHG) pollution across the economy.  As the
world’s eighth-largest emitter of GHGs, California’s leadership
in taking action to curtail its carbon footprint promises to have
impacts beyond our borders.  The program is a critical component
of the state’s larger plan to reduce GHG pollution and transition
to a clean energy economy under the Global Warming Solutions Act

Californians Would Save $34 Million This Thanksgiving If We All
Drove Clean Rides.  If you are the proud owner of a fuel
efficient vehicle, you definitely have something to be thankful
for this Thanksgiving. Considered one of the busiest travel days
of the year, Thanksgiving lures people from their homes with the
promises of family, friends, football and overeating. Environment
California released “Gobbling Less Gas for Thanksgiving: How
Clean Car Standards Will Cut Oil Use and Save Americans Money”
today, a report that says Californians would save roughly $34
million at the gas pump this Thanksgiving alone plus
significantly slash oil use if travelers took to the streets with

UN report projects that increasing use of HFCs likely to have a
significant climate impact by 2050; equivalent to current total
annual emissions from transport.  A new report from the UN
Environment Programme (UNEP) projects that by 2050,
hydrofluorocarbons (HFCs) could be responsible for emissions
equivalent to 3.5 to 8.8 Gigatonnes (Gt) of carbon dioxide (Gt
CO2eq)—comparable to total current annual emissions from
transport, estimated at around 6-7 Gt annually. Used in products
such as air conditioners, refrigerators, firefighting equipment
and insulation foams, HFCs are becoming popular as replacements
for those phased-out or being phased-out to protect the ozone
