ARB will conduct a public hearing on October 20, 2011, to
consider adoption of the proposed AB 32 Mandatory Commercial
Recycling regulation.  A full discussion of the proposed
mandatory commercial recycling regulation is available in the
Staff Report, produced jointly by ARB and CalRecycle staff.  The
Staff Report:  Initial Statement of Reasons, Notice of Public
Hearing, and associated regulatory materials can be accessed from

SUBMITTAL OF COMMENTS

Interested members of the public may present comments orally or
in writing at the meeting, and comments may also be submitted by
postal mail or by electronic submittal before the meeting.  The
comment period for this regulatory action will begin on September
3, 2011.  To be considered by the Board, written comments, not
physically submitted at the meeting, must be submitted on or
after September 3, 2011, and received no later than 12:00 noon on
October 19, 2011, and must be addressed to the following:

BACKGROUND

The proposed mandatory commercial recycling regulation will
reduce greenhouse gases by focusing waste reduction within the
commercial sector and requiring businesses and multifamily units
of 5 units or more that produce four cubic yards or more of solid
waste per week to recycle.  Recycled materials can include, but
are not limited to paper, plastics, glass, metals, cardboard,
organics, food waste, and construction and demolition materials. 
The GHG emissions reductions goal for this measure is estimated
to be 5 MMTCO2e.
