Background

The Regulation requires owners of GIS equipment to reduce
emissions of SF6. The Regulation sets a limit of a 10 percent SF6
emission rate in 2011. Thereafter, the SF6 emission rate is
reduced one percent per year until 2020, whereat the SF6 emission
rate is one percent.

On February 2, 2011, the Office of Administrative Law (OAL)
approved sections 95350, 95351, 95352, 95353, 95354, 95355,
95357, 95358 and 95359 of the Regulation. OAL also filed the
Regulation with the Secretary of State on February 2, 2011, and
made the Regulation effective on this same date. On June 27,
2011, section 95356 of the Regulation became effective as OAL
approved this section and filed it with the Secretary of State.
