Meeting materials are now available for the July 28, 2011 public workshop to discuss a proposed certification path for specially constructed vehicle (kit car) engines. Staff’s proposed draft regulatory language and draft certification procedures have been posted on the Specially Constructed Vehicles website below: http://www.arb.ca.gov/msprog/onroad/spcns/spcns.htm Staff’s workshop presentation will be posted at the above site prior to the workshop and as soon as it is available. As a reminder, the workshop is being held from 10:00am to 2:00pm at the following location: Air Resources Board Auditorium 9430 Telstar Avenue El Monte, California 91731 If you are unable to attend the July 28th workshop in person, you may participate free of charge online via webinar at the following website: https://www1.gotomeeting.com/register/855594544 To hear the workshop audio, you will additionally need to call the audio conference toll-free number at 1-800-369-1988 (U.S. only) and enter passcode 7908041. Background The Air Resources Board (ARB or Board) is currently considering a new procedure to evaluate and certify new engine packages intended for use in specially constructed vehicles (i.e., kit cars). Hobbyists choosing to install engines certified via the new procedure would be able to register their vehicles for use in California without needing to obtain a Certificate of Sequence from the California Department of Motor Vehicles and utilizing Health and Safety Code section 44017.4. Staff believes creating a certification path for such engine packages could result in emission benefits compared to existing specially constructed vehicle practices, and would offer a new option to hobbyists.
