AIR POLLUTION

Study Ranks Air Pollution From Coal And Oil-Fired Power Plants.
The most toxic air pollution from coal- and oil-fired power
plants can be found in Ohio, Pennsylvania and Florida, according
to a new study released Wednesday by the nonprofit Natural
Resources Defense Council and Physicians for Social
Responsibility. The study, "Toxic Power: How Power Plants
Contaminate Our Air and States," used public data from the U.S.
Environmental Protection Agency's Toxics Release Inventory, a
national database of toxic emissions reported by industrial
sources. Posted.

Business Groups Say New Smog Rule Will Hurt Economy And Obama In
2012. Within weeks, the Environmental Protection Agency is
expected to tighten the national standard for ozone, the main
ingredient in smog. In last-minute lobbying, business groups are
warning that the country can't afford cleaner air in an economic
downturn and that President Barack Obama can't afford it
politically, either. Posted.

CLIMATE CHANGE

Australia’s Carbon Tax May Slash Coal-Industry Value by $8.7
Billion. Australia’s planned carbon tax may reduce the value of
the coal industry by about A$8 billion ($8.7 billion) as
producers including Xstrata Plc (XTA) and Anglo American Plc
(AAL) bear higher costs, according to a research group Wood
Mackenzie Ltd. “This is an average of a 4 percent reduction in
net present value of coal companies’ Australian portfolios,” Ben
Willacy, Wood Mackenzie’s Australasia coal supply lead analyst
said in an e-mailed report today. Posted.

Debate Intensifies Over Climate Change Aspects of Canada's Oil
Sands Pipeline. As the State Department weighs approving an oil
pipeline stretching from Canada to Texas, experts are divided on
whether the Keystone XL project would worsen global warming. The
split opinion is coming to a head, as the House considers a bill
speeding up the approval process for the $7 billion pipeline and
the State Department readies release of a final environmental
assessment in August. Posted.

Fight Brews Over Offsets In Calif. Cap And Trade. If a tree falls
in the forest and it was supposed to have canceled out a
company's carbon emissions, who bears responsibility? It's among
many dilemmas California faces as it rolls out its landmark
climate law. The state's Air Resources Board (ARB) soon is
expected to unveil its proposed rules for enforcing A.B. 32, the
law ordering reductions in heat-trapping gases blamed for climate
change. Posted.

Utilities, Environmentalists Press California For Cap & Trade
Rule Changes. California utilities are pressing regulators to
adopt numerous changes to the basic rules governing how the
state's planned greenhouse gas (GHG) cap-and-trade program will
be carried out -- including a request to eliminate all language
pertaining to rate-making policies and to provide more
flexibility to use GHG offsets and allowances earlier in the
program to help contain costs and ease compliance. Posted.

Where Do Greenhouse Gases Come From? This chart from the United
Nations Environment Programme (click to embiggen) looks
complicated, sort of like a traffic sign cross-bred with a banyan
tree. But it basically just traces the path of greenhouse gases
from polluting industries, through uses, out into the atmosphere.
So you can tell at a glance, for instance, that energy industries
produce by far the most greenhouse gases, or that most of the
methane comes from oil processing and livestock. Posted.

Packing Heat: Why Violence Boils Over On A Warming Planet. A
Kenyan pastoralist killed in a cattle raid; an Afghan farmer
trusting the Taliban to protect his poppy crop; more crackdowns
along the U.S.-Mexico border; the Arab Spring -- are these
isolated incidents of region-specific violence and turmoil? Or
can they all claim a common root cause: climate change? Posted.

CARB To Offer Up To $16 Million For Clean Trucks. The California
Air Resources Board has approved between $11 and $16 million for
the third year of funding toward the purchase of lower-emitting
and fuel-efficient hybrid and zero-emissions trucks and buses.
The money is part of a $40 million funding for the third year of
the program, which promotes the purchase of the next-generation
of clean cars, trucks, and off-road equipment. Posted.

Port Of LA Gets Keys To First Zero-Emission Truck. It looks just
like a regular big-rig truck, but when the motor starts it sounds
more like a Prius. It's called the Tyrano, and it is the world's
first zero emission, hydrogen fuel cell-powered class 8 truck. On
Friday, the Port of L.A. got the keys to the first such semis to
drive on Los Angeles' roads. The ports, together with trucking
company Total Transportation Services, Inc. (TTSI), will begin
using one hydrogen fuel cell truck for a trial period of one
year. Posted.

VEHICLES

GM's Coming Cars, Trucks To Target Fuel Efficiency. Cars have
dominated General Motors' vehicle-launch schedule lately. Expect
more of the same for the next 18 months, as GM readies several
key car launches across its four brands. Trucks, though, will
dominate in 2013. GM is expected to unveil both its
next-generation of full-sized pickups and SUVs that year, as 2014
models. On the car and truck fronts, fuel economy will be the
overarching theme as the automaker prepares for the next round of
fuel-efficiency standards. Posted.

Less Red Tape On Solar Projects Would Mean More Jobs, Study Says.
Reducing government red tape for the California solar industry
would create nearly 4,000 additional jobs statewide over the next
decade, according to a new study. SunRun, a leading San
Francisco-based solar provider, said inconsistent government
permitting processes in California add nearly $2,500 to the
average cost of installing a residential solar power system,
creating barriers to growth for the fast-emerging industry.

OPINION

Opinion: Bad Economy Can't Stop Bay Area Communities From
Advancing Clean Energy. With unemployment still alarmingly high
and budgets thin everywhere, great concern about the direction of
the economic recovery persists. At the same time, the continuing
tragedy surrounding Japan's Fukushima Daiichi nuclear power plant
reinforces the importance of safe, clean energy to power the
economy. Can we create jobs, improve budgets, strengthen our
energy security and address climate change? Posted.

Drop Ethanol, Drill At Home. Ethanol is a bad choice. It is well
known that more emissions are created by ethanol production than
fuel made from crude oil. Tractors, transportation and cooking of
the corn all add to carbon emissions. It also costs more. That is
why the ethanol producers need a subsidy to compete. If we want
to reduce our dependence on foreign oil, all we need to do is
drill more oil here. Posted.

An Odder Look to Fuel-Efficient Trucks. New jet planes have
winglets, curved structures at the tips of the wings that change
the airflow and reduce the turbulence in the passing wind. That
reduces drag, the amount of effort needed to speed ahead, and
that in turn reduces fuel requirements. Can it work on the

Biofuels Slowly Take Flight with the Airline Industry. I’ve heard

Consumer Federation Of America Says SUV/Truck Mpg Exemption Is
"Economic Suicide." In mid-July, automakers – in particular, the
Detroit Three – urged the Obama Administration to tone down the
proposed CAFE target of 56.2 miles per gallon by 2025 for
