China’s ambitious, high growth 5-year plan stirs a climate
debate.  Derek Scissors is a late-night number cruncher at a
conservative policy shop that tends to be among the last places
the Obama White House goes for advice. Among the small band of
U.S. analysts who occupy the nexus of the Chinese economy and
global climate change policy, Scissors, an economist at the
Heritage Foundation's Asian Studies Center, is a dyed-in-the-wool

CLIMATE CHANGE

UK publishes roadmap for reducing CO2 emissions from commercial
and off-highway vehicles.  The UK Automotive Council has
published a long-term strategy aimed at helping manufacturers of
commercial vehicles and construction equipment move to low-carbon

FUELS

Going green costing Palm Desert pretty penny. In the Coachella
Valley, Palm Desert has been at the forefront of using
alternative vehicle fuels and even put the nation's first
compressed natural gas-run ambulance on the road early last year.
But the benefits to air quality have come at a cost of higher
repair bills from mechanics at shops outside the Coachella Valley

GREEN ENERGY

Calif. to set ambitious renewable power standards.  SACRAMENTO,
Calif. -- Gov. Jerry Brown plans to sign legislation that would
require California utilities to get one-third of their power from
renewable sources, giving the state the most aggressive

Studies Say Natural Gas Has Its Own Environmental Problems.

Solar power projects debut today in Sacramento, Auburn.  New
solar power projects are transforming a Superfund site in south
Sacramento and a wastewater treatment plant in Auburn into
sources of green energy.  The Depot Park commercial complex today
will unveil its new 15-acre solar array, one of the largest

VEHICLES

France to ban old polluting cars from cities.  Eight French
cities have volunteered to become Priority Action Areas for Air
Quality (ZAPA) which limit or forbid the access for polluting
cars. Nathalie Kosciusko-Morizet, the French Minister for
Ecology, Sustainable Development, Transport and Housing announced
this initiative during the first meeting on air quality organised
by Ademe and the French Minister for Ecology on 6 April 2011.

Pass the Boone Pickens Bill.  On Wednesday, amid all the
hullabaloo over the budget battles, a simple, discrete and
largely overlooked bill was dropped into the Congressional
hopper. Sponsored by two Democrats and two Republicans — that’s
right: an actual bipartisan piece of legislation — its official
title is the New Alternative Transportation to Give Americans
Solutions Act, or the Nat Gas Act, for short. People in the know,
