The Air Resources Board is requesting information from cities, counties and other municipalities about contracts with owners of solid waste collection vehicles. Municipalities are required to report information as specified by Title 13, California Code of Regulations, Section 2021.1(b) of the Diesel Particulate Matter Control Measure for On-Road Heavy-Duty Diesel-Fueled Residential and Commercial Solid Waste Collection Vehicle Regulation. Municipalities must provide all the information requested in the form available at http://www.arb.ca.gov/msprog/swcv/municipalitiesreport1.xls Please return the completed form via email to uramesh@arb.ca.gov, BY THE JANUARY 31, 2011, REPORTING DEADLINE. Background: The solid waste collection vehicle regulation (SWCV) regulation was considered by the Board in September 2003 and became effective under California law on July 20, 2004. The regulation applies to diesel trucks that haul waste for a fee that have a gross vehicle weight rating greater than 14,000 pounds. As of January 1, 2010 all 1960 to 2006 model year engines are required to have the best available control technology installed to reduce PM. The regulation is one of several regulations adopted by the Air Resources Board to reduce adverse health effects from particulate matter and smog-forming emissions from trucks operating in communities.
