The Air Resources Board (ARB or Board) staff has posted new documents related to the proposed 2010 Commitments to reduce the health risk in communities near four high priority railyards in the South Coast Air Basin. ARB’s Railyard Commitments website at: http://www.arb.ca.gov/railyard/commitments/commitments.htm provides an update on this initiative, including the most recent Board Resolution and revised drafts of the 2010 Commitments for each railyard. We will release an additional environmental analysis document in the first quarter of 2011 for public comment. Background ARB is committed to reduce the health risk from diesel particulate matter (PM) in communities near freight facilities (like railyards) and statewide. The Board’s regulations for drayage trucks, cargo handling equipment, and locomotive fuel; together with 1998 and 2005 enforceable agreements with railroads; are significantly reducing diesel PM emissions and health risk from railyard operations in the South Coast Air Basin and throughout California. The 2010 Commitments are the latest initiative to address the railyards with the highest health risks. The Commitments would establish enforceable requirements for the railroads and ARB, tracking mechanisms, and deadlines for the applicable railroad to further reduce diesel PM emissions at each railyard starting in 2011, with an 85% reduction by 2020. These reductions would need to be achieved regardless of cargo growth or increased activity at the yards. At its June 24, 2010 meeting, the Board heard staff’s recommendations for the proposed 2010 Commitments and extensive public testimony on that proposal. The Board adopted Resolution 10-29 delegating to the Executive Officer the decision on final approval of the 2010 Commitments, subject to his performing appropriate environmental analysis as required under the California Environmental Quality Act and attempting to strengthen the proposed 2010 Commitments with additional provisions to: increase accountability, ensure that progress is maintained at the four railyards, make certain that the oldest locomotives are not relocated to other yards in California, and push the deployment of advanced technologies.
