ADDENDUM ITEMS TO Newsclips for December 27, 2010. ADDENDUM SMUD Officials Back Policy Review. Thank you for the editorial, "Lead the world? Yes, but do it wisely." The piece raised a meaningful call for policy alignment and balanced implementation. It is important that California approach cap and trade thoughtfully. As a society, we are in a transition to a low-carbon future, with the emphasis on transition. As in any important transition, long-term, sustainable success comes from balancing priorities, which in this case include both economic and environmental well-being. We too are looking forward to clarification on the regulations that will govern how we deal with CO 2 emissions in the future. Yes, but do it wisely" (Opinion, Dec. 19): The editorial board suggests that Gov.-elect Jerry Brown convene an independent review of the state's climate strategy because there are serious risks in a "go-it-alone" mode. We agree. But why didn't you say this months ago? The facts haven't changed. We've known for nearly a year that California is in go-it-alone mode with federal climate legislation dead and the Western states not ready to adopt cap and trade. Yet as recently as Sept. 26, regarding the ballot measure to suspend AB 32, you dismissed the problem of higher costs on industries, noting only that it will "give them an incentive to be more efficient." The Bee's editorial seeks "cheaper, less convoluted and more enforceable ways to reduce emissions." While I myself would prefer our leaders to wait for scientific proof that CO 2 emissions are a major cause of global warming before acting, there is a very simple way to reduce carbon emissions: raise sales taxes on fuels. This would accomplish the same effect as cap and trade, at lower costs because it would not need any new bureaucracy, it would avoid the opportunities for corruption that would inevitably be involved in the administration of cap and trade, and it would avoid pumping millions more tax dollars into the coffers of those who already profit so handsomely from the murky carbon credit business.
