Although the weather forecast for the Bay Area this weekend isn't calling for conditions that could trap smoke near the ground and result in unhealthy breathing conditions, the air district is making a pre-emptive strike in its request. The Bay Area cleantech industry says California’s cap-and-trade program will be a boon to Bay Area cleantech companies, especially a San Francisco cluster already active in the voluntary carbon market. But just how big a boon will depend on the final structure of the system when cap and trade launches in the state in 2012. Cap and trade is a market mechanism that caps pollution and provides financial incentives to polluters to reduce emissions. With $8 million in state coffers for the program and the Nissan Leaf now hitting the market, funds for the $5,000 rebate may be depleted by mid-2011, an electric-vehicle advocate estimates. California consumers counting on a $5,000 state rebate for purchasing an electric car may be in for a shock: The money may not be there when they go to collect. The state Air Resources Board, which is offering the program for eligible electric and other zero-emission vehicles, has $8 million in its coffers. Government regulations, when done right, are supposed to either prohibit bad behavior or encourage the right ones. I came across one proposal that may have it backwards. Right now, the Environmental Protection Agency, National Highway Traffic and Safety Administration and California Air Resources Board are mulling rules that would push the average car sold to a mandated 60 miles per gallon by 2025. The green lobby is pushing to include one new rule that could discourage some of the technologies that they want to see sold in greater numbers. I suppose stranger things have happened, but those who read "Recycling group fights for more than just a pledge" (Forum, Dec. 12) would have found the president of the Institute of Scrap Recycling Industries, which is an industry association chock full of electronic waste exporters and a defender of the toxic e-waste trade, attacking the Basel Action Network, a leading e-waste watchdog group that has fought tirelessly for nine years to stop this global injustice, for not having been more diligent in catching electronic waste exporters. A Yule-log fire is a cozy, traditional way to enjoy Christmas celebrations and get-togethers. The San Joaquin Valley Air Pollution Control District is asking residents to consider another, less cheery valley tradition: fireplace soot. Residential wood burning, even at Christmas, can have a profound effect on air quality. Wood fires can release up to 24 tons per day of harmful particulate matter into the air, the agency says. Valley residents are encouraged to think of their neighbors' health first. This week San Diego’s non-profit blood bank announced that stricter pollution regulations will force seven of its eight bloodmobiles off the road. By filing a case with the World Trade Organization, the U.S. is challenging the Asian superpower’s speedy ascent in the clean-tech and renewable energy market. The complaint concerns a Chinese government incentive program that subsidizes turbine makers.
