Air Pollution Causing Valley Residents to Move. The American Lung
Association recently named Bakersfield "America's Dirtiest City"
based on an annual air pollution study. The findings are nothing
new to Central Valley residents. But some of them have decided to
become proactive and moved to what they call a "cleaner"
environment."I was having two to three asthma attacks a day,"
said Claudia Blodget, who moved to Tehachapi from Bakersfield.

CLIMATE CHANGE

Businesses See Risk, Opportunity in Climate Change. Some
prominent businesses expect that climate change will bring
opportunities for growth, but also risks, including problems in
raw material supplies of even such American basics as coffee and
jeans. Levi Strauss & Co., for example, makes jeans in 45
countries, and most of them are feeling the impacts of climate
change from flooding or droughts, said Amy Leonard, a senior vice
president. Levi Strauss and other businesses have a long-term
interest in making sure that their supplies of raw materials

NRG Carbon-Trading Deal Is First For California. Barclays PLC and
NRG Energy Inc., the largest U.S. independent power producer,
have completed the first deal for carbon-dioxide permits under
California's planned cap-and-trade program for greenhouse gases.
Under terms of the trade announced Wednesday, permits or carbon
allowances will be delivered in December 2012, said Kedin
Kilgore, head of U.S. emissions trading for London-based

On Environment, Mixed Reviews for Schwarzenegger. Gov. Arnold
Schwarzenegger took a victory lap this week. On the stage of the
Mondavi Center in Davis at his third Climate Action Summit, he
shared the stage with such luminaries as pioneering chimp
researcher Jane Goodall, actor Harrison Ford and, via satellite,
British Prime Minister David Cameron. The leaders of Brazil and
Mexico signed a memorandum of understanding with Schwarzenegger
pledging to preserve tropical forests to prevent climate change.
And everyone had great things to say about AB 32, the landmark
law to fight global warming that the governor signed in 2006 —
and on which he has staked his legacy as the most

Global Warming Study: Dire Warnings Backfire. The effects of
frightening, emotional warnings about global warming might be
opposite of their intent: hardening skepticism instead of
breaking through it, a new study shows. That could mean that even
as the science behind the idea that humanity is altering the
Earth's climate grows stronger, the backlash against it grows
stronger as well. "There's all this evidence mounting that global
warming is real," said UC Berkeley social psychologist Robb
Willer, co-author of a new study of the question to be published
in January. "But belief in global warming has leveled off, or

Arnold Schwarzenegger Focuses On Environment. As California's
governor, it may have been Arnold Schwarzenegger's last
appearance on a world stage. His third and final Governor's
Global Climate Summit concluded Tuesday at UC Davis with the
forming of coalitions, signings of memorandums of understanding
and other calls to action. There's R20 - Regions of Climate
Action, a "subnational public-private alliance that will work
toward climate change solutions and building the global green
economy." A Pacific Coast Collaborative Leaders Forum- consisting
of Schwarzenegger, Oregon Gov. Ted Kulongoski and British
Columbia Premier Gordon Campbell- pledged "actions to protect the

CA’s No on Prop 23: Good for Environment, bad for Supply Chain? A
few weeks ago California voters stepped up and soundly rejected
Proposition 23, a measure that would have temporarily suspended
key emission-reduction procedures in accordance with the state's
Global Warming Solutions Act of 2006. The rejection means that
California will stay the course towards its ultimate goal to
reduce greenhouse gas emissions by 15 percent in the next eight
years. The emission cuts will go on as planned, starting in 2012.
Sixty-two percent of California voters voted against Prop. 23.

Natural Gas Shift Is Key to Obama's Green-Economy Goal, Deutsche
Bank Says. A U.S. energy policy that shifts electric-power
generation to natural gas from coal can help President Barack
Obama meet his goal of cutting greenhouse-gas emissions, Deutsche
Bank AG analysts said.  Boosting gas’s share of power generation
to 35 percent by 2030, from 23 percent last year, is possible
because of an increase in supply taken from shale, Kevin Parker,
global head of asset management, and Mark Fulton, head of climate
change investment research, said in a report released today.

Orange County Hits Pay Dirt with Clean-Tech Industry. Besides
beautiful beaches, Disneyland and the original "Real Housewives"
TV show, Orange County might have a new claim to fame. The
fastest-growing segment of the county's economy is now the
clean-tech market, according to government and industry

California to Approve Two More Utility-Scale Solar Projects. In
California, where solar power is king and utility-scale solar
projects (defined as bigger than 1 megawatt) seem to be the norm
rather than the exception, Brighter Energy is reporting the
likely approval of two more huge solar projects for Riverside
County. California already has six approved mega-scale solar
projects in the works. Now, the potential addition of the
500-megawatt (MW) Palen Solar Power Project, and the 150-MW Rice
Solar Energy Project, would add another 650 MW of solar power to
California’s astonishing 4,140 MW of solar energy licensed by the

More Solar Projects Sprouting Up in California's Central Valley.
The solar boom in California’s sunny Central Valley continues,
with new projects planned in Visalia and Mendota. The Visalia
City Council has asked companies interested in installing solar
energy generating facilities to respond to a Request for
Proposals approved by the council this week. The project would be
installed on 240 acres the city owns near the wastewater

County to Help Vets Find Renewable Energy Jobs. Servicemen and
women who have left the military and are looking for work may be
able to receive training and job placement in the renewable
energy field through the county. San Bernardino County is
partnering with Kern County to fund training in the renewable
energy industry for 100 veterans — including 50 who have left the
military less than 4 years ago. Officials hope to help at least

were honored Monday by the San Luis Obispo Chamber of Commerce
with Green Awards for their environmental practices. The winners

Cash for Appliances has $6 Million Left. California's Cash for
Appliances program has about $6 million in rebate funds
remaining. The program, designed to prompt purchases of
energy-efficient appliances statewide, started last spring with

Electric Trucks to be Tested at LA-Area Ports. The Port of Long
Beach and Vision Motor Corp. of El Segundo, Calif., have entered
into an agreement to develop and demonstrate a hydrogen fuel
cell/plug-in electric Tyrano Class 8 on-road truck and a hydrogen
fuel cell/plug-in electric Zero-Emission Terminal Tractor (ZETT),
which is produced jointly by Vision and Capacity of Texas.
Vision's zero-emission heavy-duty vehicles will be tested to
evaluate their suitability for short distance cargo-hauling

Electric Vehicles Dominate LA Auto Show. More than 50 vehicles,
including some of the new electric models, are scheduled to make
their debut at this year's Los Angeles Auto Show, which opens to
the public on Friday at the Los Angeles Convention Center for a
10-day run. Among the world debuts are three premieres from
Nissan including the completely redesigned Quest minivan. Land

EPA Says 2010 Fuel Economy Ekes Up. The projected fuel economy of
cars and light trucks sold in the U.S. during the 2010 model year
inched up to 22.5 miles per gallon from 22.4 mpg the year before,
the Environmental Protection Agency said Wednesday. The
preliminary data indicate that the average fuel economy of cars
and light trucks sold in the U.S. will increase for the sixth
straight year, albeit to a level still well below the 35.5 miles
per gallon goal the Obama administration has set for 2016.

Opinion: Clean Energy Moves Forward -- And California Leads The
Way. This week, I hosted the Governors’ Global Climate Summit 3
at the University of California, Davis.  This summit showed the
world that the green revolution is moving full-speed ahead, with
or without international agreements, and the California voters’
defeat of Proposition 23 was the perfect example of that. Since
this summit last gathered, we have seen tremendous progress

Opinion: Looking at Schwarzenegger: How Green was the Governator?
Over the last seven years, the question I’ve been most asked by
reporters, whether they’re based in California, Washington, D.C.,
or even foreign countries, has been some version of “How green is
Schwarzenegger, really?” My answer has never been that simple –

elections have sent a new class of climate deniers to Congress,
making it unlikely that Congress will take up climate legislation
for the foreseeable future. This leaves national climate
leadership where it has been for almost 10 years now: Sacramento.

Remember that TV ad that represented climate change as an
oncoming train? Polar bears falling from the sky and spattering
on the sidewalk? If a new study from sociologists at UC Berkeley
is any indication, they probably backfired. Sociology Professor
Rob Willer says more than two years of testing with college
students and subjects recruited over the Internet reveal that if
projections of severe climate impacts clash with a person's
fundamental view of a safe and stable world, that person is less

L.A. Auto Show: Chevrolet Volt Wins 2011 Green Car of the Year
Award. The Chevrolet Volt was named 2011 Green Car of the Year at
the Los Angeles Auto Show on Thursday, two days after it was
named Car of the Year by Motor Trend Magazine.The Volt beat out
the Hyundai Sonata hybrid, the Lincoln MKZ hybrid, Nissan Leaf
and Ford Fiesta. "As we began the quest to identify finalists, we
found this to be an increasingly difficult task," said Ron Cogan,
editor of Green Car Journal, which ran the juried competition.
