the Department of Transportation are planning an afternoon
release for a proposal to set the first-ever limits on greenhouse
gas emissions from heavy-duty trucks and buses, the agencies
announced today. In a Rose Garden ceremony this May, President
Obama directed EPA and DOT to extend corporate average fuel
economy (CAFE) standards to new trucks and buses as part of a
broader crackdown on the emissions that are contributing to

Calif.—A new poll shows a ballot initiative that would suspend
California's greenhouse gas emissions law losing support. A
University of Southern California-Los Angeles Times poll released
Monday shows 48 percent of likely voters oppose Proposition 23,
compared to 32 percent who support it. Nearly one in five voters
remains undecided. Last month, the same poll showed 40 percent of

Berkeley City Council began this Tuesday evening with a special
work session on green energy, followed by a regular meeting in

Nation's Forests Help Offset Greenhouse Gas Emissions. U.S.
forests sequester enough carbon every year to offset roughly 11
percent of the country's industrial greenhouse gas emissions,
according to a new federal report. Shifting land-use patterns -
particularly the 20th century abandonment of farms in the East
and the subsequent regrowth of woodlands - have helped turn U.S.
forests as a whole into a carbon sink, meaning they absorb more

Court Lifts Judge's Freeze On Home Energy Funds. A California
court of appeal lifted a judge's restraining order Thursday that
had jeopardized $33 million in federal funds for home energy
efficiency upgrades across the state. The Fourth District Court
of Appeal removed a restraining order issued by Judge John
Molloy. The Riverside County Superior Court judge had sided with
a Riverside government group saying it was treated unfairly by
the California Energy Commission in its application for federal
funds that were to be funneled to California counties through the

Seal Beach is the first city to push for this upgrade. Public

Chief Executive Dieter Zetsche described a relatively measured
outlook for electric cars for the next 10 years, even though he
said Daimler is ready to "invest heavily" in the technology

over the weekend that demand for all-electric cars and plug-in

pay more in registration due to ozone violations. Valley vehicle
owners could pay an extra $12 in DMV registration to pay off a
fine for the Valley violating federal rules on maximum ozone

Proposition 23 are outspending supporters of the measure by more
than two to one, according to news reports. But spending issues
are obscuring key concerns, particularly the “global warming”

After The Spill. The six-month anniversary of the BP oil spill
passed quietly last week. The well has been capped, and commerce
in the Gulf of Mexico is slowly reviving. Much important work
still lies ahead - figuring out how much oil is still out there,
cleaning it up, measuring the damage to marine life, compensating
victims. And Congress needs to pass an oil-spill bill that will
reduce the chances of another drilling debacle. The House has

Prop 23 Morphing Into Prop 26. Support for Prop 23 is waning.
That’s good news, but the fight is not over. If you didn’t like
Prop 23, you’re really not going to like Prop 26. Out of state
big oil was backing Prop 23, and seeing that as a lost cause,
they are shifting their support to Prop 26.Prop 26 is another big
oil backed initiative.  Prop 26 would make it more difficult for
state and local government to impose mitigation fees on business
activities that cause harm to the environment or public health
