Germany Weighs How To Get 100% Renewable Energy From Its
Utilities. As the U.S. Senate considers forcing utilities to
source 15 percent of their energy from renewables in the coming
decade, Germany is pondering powering the country entirely with
renewable energy by midcentury. The German government already has
laid out a plan to increase the share of renewable electricity
from 16 percent to 80 percent by 2050. Now Jochen Flasbarth, the
head of the German Federal Environment Agency, says he thinks

A Power Play: GE Signs First Wind-Power Joint Venture With China.
General Electric Co. and a large Chinese industrial conglomerate
formed a joint venture yesterday that could give GE a leg up in
China's wind-power market and provide an opportunity to test its
latest turbine technology. GE's agreement with Harbin Electric
Machinery Co. Ltd. to jointly develop GE-designed wind turbines
for power projects off the coast of China is GE's most direct

'Bloom Boxes' Help Power Adobe Headquarters In. Sunnyvale startup
Bloom Energy has maintained a low profile since it first raised
the curtain on its fuel cell technology at a highly orchestrated
news conference earlier this year. But Adobe Systems was set to
announce late Monday that it has chosen Bloom Energy's technology
to help power its corporate headquarters in downtown San Jose,
making it Bloom's largest single-site installation to date.

carbon -- a good idea -- died over the summer. So last week a
handful of senators led by Energy Committee Chairman Jeff
Bingaman (D-N.M.) announced that they would offer a bill that

which would require that utilities derive 15 percent of their

Big OIl Spends Half a Billion Dollars to Oppose Climate
Legislation. Big oil companies and other special interests have
spent millions of dollars in lobbying and campaign contributions
to defeat clean energy and global warming legislation, according
to a new analysis released Monday by the Center for American
Progress Action Fund. The study “Dirty Money” found that the top
35 spending companies and trade associations invested more than
$500 million in lobbying and campaign contributions from January

State Tells Monterey Bay Area to Cut Emissions. City and county
leaders across the Monterey Bay area have new reason to reduce
greenhouse gas emissions. The California Air Resources Board last
week set emissions targets across the state, including a
relatively modest decrease for the Monterey Bay region.
Collectively, the jurisdictions in Monterey, San Benito and Santa
Cruz counties must maintain 2005 levels of greenhouse gas
production through 2020 and achieve a 5percent drop by 2035.

Our View: Prop. 23 Deserves To Go Down. California has a long
history of enacting groundbreaking environmental laws that come
under fierce attack from polluters and outside corporations. The
state's 1966 limits on tailpipe emissions, its 1976 restrictions
on lead in gasoline, its 1999 regulations on volatile organic
compounds and its 2004 limits on greenhouse gases from

18 Senate Dems Join GOP In Assault On EPA's Boiler Proposal. In a
sign of growing bipartisan opposition to a proposed crackdown on
air pollution from industrial boilers, 18 Senate Democrats have
joined a slew of Republicans in asking EPA Administrator Lisa
Jackson to scale back the agency's plans. The 41 senators are
worried about the proposed "Boiler MACT" rule, which would
require operators of the boilers to install maximum achievable
control technology (MACT) for toxic air pollutants such as

Rulemaking. The Obama administration has moved closer to
announcing the next round of fuel economy and greenhouse gas
emission standards for cars and light trucks. U.S. EPA and the
Transportation Department sent a notice last Friday to the White
House regulatory review office detailing plans to extend fuel
economy and emissions rules for model years 2017 through 2025,

California’s Long and Windy Road To a Renewable Energy Standard.
The California Senate Bill 722 would have increased the state’s
renewable energy standard (RES) to 33 percent by 2020.
Unfortunately, SB 722 did not pass on September 1, 2010. Perhaps
one reason it did not pass is that the final version of the bill,
all 64 pages of it, was not available until 7 pm on August 31,
