As the U.S. Senate considers forcing utilities to source 15 percent of their energy from renewables in the coming decade, Germany is pondering powering the country entirely with renewable energy by midcentury. The German government already has laid out a plan to increase the share of renewable electricity from 16 percent to 80 percent by 2050. Now Jochen Flasbarth, the head of the German Federal Environment Agency, says he thinks Germany can go even further. So last week a handful of senators led by Energy Committee Chairman Jeff Bingaman (D-N.M.) announced that they would offer a bill that would establish a so-called renewable electricity standard (RES), which would require that utilities derive 15 percent of their power from sources such as wind and solar by 2021. City and county leaders across the Monterey Bay area have new reason to reduce greenhouse gas emissions. The California Air Resources Board last week set emissions targets across the state, including a relatively modest decrease for the Monterey Bay region. Collectively, the jurisdictions in Monterey, San Benito and Santa Cruz counties must maintain 2005 levels of greenhouse gas production through 2020 and achieve a 5percent drop by 2035. California has a long history of enacting groundbreaking environmental laws that come under fierce attack from polluters and outside corporations. The state's 1966 limits on tailpipe emissions, its 1976 restrictions on lead in gasoline, its 1999 regulations on volatile organic compounds and its 2004 limits on greenhouse gases from automobiles -- all were fought by oil companies, automakers or other industries. In a sign of growing bipartisan opposition to a proposed crackdown on air pollution from industrial boilers, 18 Senate Democrats have joined a slew of Republicans in asking EPA Administrator Lisa Jackson to scale back the agency's plans. The 41 senators are worried about the proposed "Boiler MACT" rule, which would require operators of the boilers to install maximum achievable control technology (MACT) for toxic air pollutants such as mercury. Fortune -- When I talk to my motorcycling friends, many of them are hankering for an electric motorcycle. But only, they stress, if it's a motorcycle, not a motor scooter. One friend explained that to motorcycling types, a high-end electric motorcycle would be like going from a Ferrari to a Tesla: "If I was used to driving a Ferrari and you put me in a Tesla I would love it." The California Senate Bill 722 would have increased the state’s renewable energy standard (RES) to 33 percent by 2020. Unfortunately, SB 722 did not pass on September 1, 2010. Perhaps one reason it did not pass is that the final version of the bill, all 64 pages of it, was not available until 7 pm on August 31, five hours before the session ended. Those of us not named Rush Limbaugh know that in order to prevent the world from devolving into a giant Mad Max set, we've got to drive less. So as California's politicians and environmental regulators set ambitious emission reduction targets to combat global warming, the question is: Will people actually get out of their cars? There's been a lot of talk lately around about Proposition 23 in California -- oil companies are dumping money into campaigns to support it, clean energy advocates are adamantly against it, and it's become a major focus of the election. Indeed, it can pretty safely be considered the biggest political battle supporters of clean energy and climate action now face.
