Calif. Push For Renewables Could Blow Across West. Billings,
Mont. -- Montana and other states in the West could wind up being
the unintended beneficiaries of an aggressive push to decrease
fossil fuel use in California, industry representatives and
others say. The California Air Resources Board on Thursday
adopted a new standard mandating that utilities in that state get
33 percent of their power from wind, solar, and other renewables
by 2020. Posted.

ARB Votes To Require State's Utilities To Boost Use Of Renewable
Energy. The state approved sweeping new rules Thursday requiring
California utilities to obtain a third of their energy from
renewable sources such as wind and solar power. Air Resources
Board members voted unanimously to implement the new 33 percent
renewable electricity standard. Posted.

Allred Says Otter Energy Ad Greenwashes Record. Boise, Idaho --
Republican Gov. C.L. "Butch" Otter takes credit for helping
develop Idaho alternative energy projects in new TV campaign ads,
prompting Democrat Keith Allred to protest the governor is
greenwashing his record. "I've made alternative energy research a
top priority," Otter says in a spot that began airing Thursday.
"We're among the leaders in the nation. Today, we have projects
in wind, solar, geothermal, biomass and nuclear. And we've just
scratched the surface." Posted.

Asia Begins Embracing Solar Power. Hong Kong - Developing nations
in Asia, it seems, are finally seeing the light. In May, the
Asian Development Bank started a major drive to promote solar
power across the region. Last year, the Indian government
approved an ambitious National Solar Mission, which seeks a huge
increase in the country’s solar-energy capabilities. Bangladesh,
with the support of the World Bank, is aiming to have one million
remote rural homes supplied with solar panels by the end of 2012.

Sharp To Provide Solar Panels For Gigantic Central Valley Power
Project. • Solar farm near Avenal will be among world’s largest
• 200 construction jobs, but just 5 permanent jobs. Sharp
Electronics Corporation, a subsidiary of Sharp Corporation of
Osaka, Japan, says it has landed the contract to provide the thin
film solar modules to be used to generate electricity from the
sun at the massive Avenal photovoltaic solar power facility in
Kings County. Posted.

Navy Installs Solar Panels On Calif. Facility. The U.S. Navy has
installed a $1.9 million solar parking lot at a facility in Seal
Beach, Calif., paid for using funds from the American Recovery
and Reinvestment Act. The installation is meant to help the Navy
in getting 7.5 percent of its energy from renewable sources, a
goal laid out in the 2005 Energy Policy Act. The facility has 812
photovoltaic panels, each capable of producing 235 watts,
installed on top of the steel building. Posted.

Earthtalk: Why Hasn't Solar Caught On More? Dear EarthTalk: Is it
now feasible to provide all of a home's energy needs - including
air conditioning - with solar power alone? If so, why hasn't
solar caught on more, particularly in U.S. "Sun Belt" states from
southern California east to Florida?- Tim Douglas, Burlington,
Vt.It has been possible for years if not decades to provide all
of a home's energy needs with solar power. The technology is here
and is only getting more efficient and less obtrusive every day.

CLIMATE CHANGE/GHG’S

Vote no on Proposition 23. Proposition 23, put on the ballot by
climate-change skeptics and out-of-state oil companies, would
invalidate California's landmark law to do something about a
warming planet. The measure plays to fears about jobs and rising
costs in a weak economy. It brushes off a barrage of studies
showing the health, economic and social dangers of greenhouse
gases and the nation's risky dependence on imported oil. Posted.

Viewpoints: Should Global Warming Law Be Delayed? Yes. The
California Hispanic Chambers of Commerce has been engaged in the
policy debate over the implementation of the state's global
warming law, AB 32, for several years. During that time we've
learned that the global warming law will be enormously expensive,
especially in the near term. Posted

Viewpoints: Should Global Warming Law Be Delayed? No. Proposition
23, on the November ballot, will abandon California's aggressive
clean air law until unemployment is 5.5 percent or lower for at
least a year, a standard reached only six out of the last 34
years. Proposition 23 supporters, funded heavily by Texas oil
money, argue we can't afford to invest in clean, domestic energy
in the midst of the current economic downturn. Posted.

Endorsement 2010: Proposition 23 Deserves To Go Down In Disgrace.
California has a long history of enacting groundbreaking
environmental laws that come under fierce attack from polluters
and outside corporations. The state's 1966 limits on tailpipe
emissions, its 1976 restrictions on lead in gasoline, its 1999
regulations on volatile organic compounds and its 2004 limits on
greenhouse gases from automobiles – all were fought by oil
companies, automakers or other industries. Posted.

Air Board Action Is Fallback For Green Energy. After an initial
fumble, California is finally boosting solar, wind and other
renewable energy sources in a big way. The state Air Resources
Board wants utilities to produce a third of their power from
these alternative sources within a decade. It's a major step in
cutting pollution and curbing the heat-trapping gases that are
behind climate change. Posted.

auditorium walkway to the front of the nearly empty room. He
jostled the chairs around to make room for his crutches and then

EPA Wants Farmers To Eat Their Dust. As they begin the fall
harvest, wary farmers are watching a federal debate over whether
to clamp down on one of rural life's constant companions -- the
dust clouds that farm machinery kick up in fields and along
unpaved roads. Farming groups have urged the U.S. Environmental
Protection Agency to retain its current standards for dust, soot
and other microscopic particles, arguing that tighter
restrictions would be unworkable and that dust isn't a real
pollutant. Posted.

The Cold, Hard Economics Of Electric Cars Points To Making Them
In The U.S. The first of a two-part series on electric cars. When
Kevin Czinger wanted to start building electric cars, he knew
where to begin: China. His company, Los Angeles-based CODA
Automotive, had a blueprint for an electric sedan with a 100-mile
range. His engineers had designed a lithium-ion battery with
electronic "brains" that maximized its range while keeping it as
cool, and safe, as possible. If he could produce this battery on
the cheap, an affordable electric car was within reach. Posted.

Renewable Energy Quota Won't Cut Oil Use, Emissions – Study. A
renewable energy quota will not affect oil use in the United
States by much, and real cutbacks would require expanding the
number of electric vehicles on roads, according to research by
Rice University's Baker Institute for Public Policy. Placing a
price on carbon through a carbon dioxide tax or a cap-and-trade
system would also be effective in cutting U.S. oil use and
emissions by 2050, according to the studies. Posted.

Hawaii Sets Up Hydrogen Fueling Stations. The first pilot

miles of utility pipelines to provide hydrogen fuel that could

you'll never be more than 10 minutes from a filling station,"
said Jeff Kissel, president of Hawaii's Gas Co., which partnered

they remain closely divided on a November ballot measure that

new Los Angeles Times/University of Southern California poll.
California’s global warming law, passed in 2006, is aimed at

New Map Shows Air Pollution Throughout the World. Scientists have

but up until now, tracking it globally with any accuracy had been
out of reach. With new satellite-based imaging, however,
researchers are getting their first peek at how particulate
matter is distributed around the world, and in places where air
pollution had been difficult to measure with any accuracy before
-- an important step towards better understanding of a problem
that epidemiologists say contribute to millions of premature
deaths every year. Posted.
