Billings, Mont. -- Montana and other states in the West could wind up being the unintended beneficiaries of an aggressive push to decrease fossil fuel use in California, industry representatives and others say. The California Air Resources Board on Thursday adopted a new standard mandating that utilities in that state get 33 percent of their power from wind, solar, and other renewables by 2020. The state approved sweeping new rules Thursday requiring California utilities to obtain a third of their energy from renewable sources such as wind and solar power. Air Resources Board members voted unanimously to implement the new 33 percent renewable electricity standard. "Butch" Otter takes credit for helping develop Idaho alternative energy projects in new TV campaign ads, prompting Democrat Keith Allred to protest the governor is greenwashing his record. "I've made alternative energy research a top priority," Otter says in a spot that began airing Thursday. "We're among the leaders in the nation. Today, we have projects in wind, solar, geothermal, biomass and nuclear. And we've just scratched the surface." Hong Kong - Developing nations in Asia, it seems, are finally seeing the light. In May, the Asian Development Bank started a major drive to promote solar power across the region. Last year, the Indian government approved an ambitious National Solar Mission, which seeks a huge increase in the country’s solar-energy capabilities. Bangladesh, with the support of the World Bank, is aiming to have one million remote rural homes supplied with solar panels by the end of 2012. The U.S. Navy has installed a $1.9 million solar parking lot at a facility in Seal Beach, Calif., paid for using funds from the American Recovery and Reinvestment Act. The installation is meant to help the Navy in getting 7.5 percent of its energy from renewable sources, a goal laid out in the 2005 Energy Policy Act. The facility has 812 photovoltaic panels, each capable of producing 235 watts, installed on top of the steel building. Dear EarthTalk: Is it now feasible to provide all of a home's energy needs - including air conditioning - with solar power alone? If so, why hasn't solar caught on more, particularly in U.S. "Sun Belt" states from southern California east to Florida?- Tim Douglas, Burlington, Vt.It has been possible for years if not decades to provide all of a home's energy needs with solar power. The technology is here and is only getting more efficient and less obtrusive every day. Proposition 23, put on the ballot by climate-change skeptics and out-of-state oil companies, would invalidate California's landmark law to do something about a warming planet. The measure plays to fears about jobs and rising costs in a weak economy. It brushes off a barrage of studies showing the health, economic and social dangers of greenhouse gases and the nation's risky dependence on imported oil. The California Hispanic Chambers of Commerce has been engaged in the policy debate over the implementation of the state's global warming law, AB 32, for several years. During that time we've learned that the global warming law will be enormously expensive, especially in the near term. No. Proposition 23, on the November ballot, will abandon California's aggressive clean air law until unemployment is 5.5 percent or lower for at least a year, a standard reached only six out of the last 34 years. Proposition 23 supporters, funded heavily by Texas oil money, argue we can't afford to invest in clean, domestic energy in the midst of the current economic downturn. California has a long history of enacting groundbreaking environmental laws that come under fierce attack from polluters and outside corporations. The state's 1966 limits on tailpipe emissions, its 1976 restrictions on lead in gasoline, its 1999 regulations on volatile organic compounds and its 2004 limits on greenhouse gases from automobiles – all were fought by oil companies, automakers or other industries. After an initial fumble, California is finally boosting solar, wind and other renewable energy sources in a big way. The state Air Resources Board wants utilities to produce a third of their power from these alternative sources within a decade. It's a major step in cutting pollution and curbing the heat-trapping gases that are behind climate change. He jostled the chairs around to make room for his crutches and then laid out his opposition to a pair of proposals aimed at reducing greenhouse gas emissions in New Mexico. Valley residents can expect 100-degree temperatures and poor air quality today. A high of 101 is forecast for Fresno today, the National Weather Service said. That, coupled with smoke drifting into the Valley from the Sheep fire in Sequoia National Forest and Kings Canyon National Park, has prompted the San Joaquin Valley Air Pollution Control District to issue an air quality alert until noon today. When Kevin Czinger wanted to start building electric cars, he knew where to begin: China. His company, Los Angeles-based CODA Automotive, had a blueprint for an electric sedan with a 100-mile range. His engineers had designed a lithium-ion battery with electronic "brains" that maximized its range while keeping it as cool, and safe, as possible. If he could produce this battery on the cheap, an affordable electric car was within reach. A renewable energy quota will not affect oil use in the United States by much, and real cutbacks would require expanding the number of electric vehicles on roads, according to research by Rice University's Baker Institute for Public Policy. Placing a price on carbon through a carbon dioxide tax or a cap-and-trade system would also be effective in cutting U.S. oil use and emissions by 2050, according to the studies. "The idea is that you'll never be more than 10 minutes from a filling station," said Jeff Kissel, president of Hawaii's Gas Co., which partnered with General Motors Co. this summer for the project. California voters believe global warming is a significant issue and are inclined to trust scientific views on the subject, but they remain closely divided on a November ballot measure that would suspend the state's global warming statute, according to a new Los Angeles Times/University of Southern California poll. California’s global warming law, passed in 2006, is aimed at slashing greenhouse gas emissions by power plants, factories and vehicles. Southern California has gotten the bulk of the solar industry’s attention lately as a group of solar thermal projects weave their way through state regulatory agencies. But photovoltaic activity is about to kick up farther north as a project set to become the largest of its kind in California readies for construction next week in the Central Valley. Herb Swanson for The New York Times An ultra-efficient passive house built by Habitat for Humanity comes together in Charlotte, Vt. As I mentioned in Sunday’s Times, the nation’s building stock plays a bigger role in energy consumption and greenhouse gas emissions than many Americans might realize — accounting for as much as 40 percent of primary energy use, 70 percent of electricity consumption and nearly 40 percent of carbon-dioxide emissions. Scientists have long known about the life-threatening impact of air pollution -- but up until now, tracking it globally with any accuracy had been out of reach. With new satellite-based imaging, however, researchers are getting their first peek at how particulate matter is distributed around the world, and in places where air pollution had been difficult to measure with any accuracy before -- an important step towards better understanding of a problem that epidemiologists say contribute to millions of premature deaths every year. People are beginning to talk about whether we'll need to engineer the climate to avert dangerous climate change. But that doesn't mean they know exactly how to do it. Does it carry any more urgency than the benign “global warming?” To many conservative-leaning media outlets “global climate disruption” represents a new approach by the White House to spin the climate crisis after the climate-energy bill stalled in the Senate earlier this year.
