The California Air Resources Board (ARB) has released a beta-test
version of the Reporting Tool for the Low Carbon Fuel Standard
(LCFS).  The LCFS Reporting Tool (LCFS RT, or LRT) is an online,
web-based system designed for use by regulated parties to help
meet the reporting requirements under the LCFS. 

The LCFS RT Test Version (v.1.0) can be accessed at
https://ssl.arb.ca.gov/LCFSRTUAT/.  This version of the system is
for TESTING PURPOSES ONLY and should not be used for official
reporting to the ARB.  Data collected or submitted through this
Test Version will only be used to assess the LCFS RT’s
performance as well as inform additional refinements prior to
subsequently releasing a version for reporting purposes.  

Background:

The ARB adopted the LCFS regulation in November, 2009.  It became
law on January 12, 2010.   (Title 17, California Code of
Regulations, sections 95480-95490.) The final regulation order

goal of a LCFS is to reduce the carbon intensity of California’s
transportation fuels by at least 10 percent by 2020 thereby
reducing emissions of greenhouse gases (GHG).  Carbon intensity
is a measure of the GHG emissions associated with the combination
of all of the steps in the “lifecycle” of a transportation fuel.

The Reporting Tool:

The Reporting Tool will play an important role in the
implementation of the LCFS, and today’s public release of a
beta-test version of the tool marks a significant step forward in
moving California toward cleaner vehicle fuels. 

The system enables regulated parties to store and submit
quarterly and annual reports and track the amount of
credits/deficits generated for providing a transportation fuel in
California.  ARB, in collaboration with regulated parties and
other stakeholders, has been working on the development and
testing of the LCFS RT system for the past year.  ARB released
the system in August 2010 to a small group of regulated parties
for initial user-testing and feedback, which has been
instrumental in preparing the system for this public release.

Regulated parties are encouraged to fully exercise the test
version of the LCFS RT including data entry and batch uploading.

Forthcoming Regulatory Advisory:

In order to accommodate further refining the LCFS RT and
reporting requirements, a regulatory advisory will be issued to
extend the reporting due dates for first and second quarter
reports for 2010.  When it is issued, the regulatory advisory
will be made available at the LCFS portal site noted above.  The
reporting extension will allow additional time for stakeholder
review and comment on the LCFS RT as well as any further
adjustments that may be necessary.
